Do you feel you are ready for a new challenge in your career? This is an exciting opportunity to join a strong Finance Team in a newly created role.

We require a Deputy Chief Finance Officer who can support us in building on our strengths and continuing the development of the ICB finance function. The Deputy Chief Finance Officer (System Finance, Planning, Capital and Estates) is a key leadership role within the ICB and wider health and care system.

The Deputy Chief Finance Officer will play a key role in developing and delivering the financial strategy, setting the financial plans of the ICB and wider system and being a key finance contact for our stakeholders across BLMK.

You will provide support to the Chief Finance Officer (CFO) in the delivery of strategic financial planning advice to the ICB and System as well as providing support to the CFO in their role as executive lead for System Estates and Capital.

Main duties of the job

You will support the Chief Finance Officer to ensure the Integrated Care Board (ICB) meets its core financial targets.

A key purpose of this role is to assist in ensuring long term financial sustainability and value for money by improving productivity, supporting service transformation and leading the further development of robust long term financial planning models and assurance mechanisms within the ICB and wider system, supporting and enabling strong financial oversight.

The role will act as the lead Finance Place Link for the BLMK Places – supporting the co-ordination of ICB financial support and reporting to Places through the implementation of the BLMK ICB Target Operating Model.

This post will work alongside the Chief Finance Officer and the Deputy Chief Finance Officer (Operational) to deliver the objectives of the ICB Finance Team.

  • Experience in leading a major change initiative with entrepreneurialism in a challenging organisational environment
  • Experience of creating a new team and motivating and inspiring staff to work together to achieve a common objective

Qualifications

  • Educated to masters level in relevant subject or equivalent level of experience of working at a similar level in specialist area
  • CCAB or CIMA Qualified Accountant with evidence of professional membership and significant, senior level, post qualification experience

Experience

  • Proven and significant leadership experience
  • Significant evidence of continued professional development
  • Significant experience and understanding of proven implementation of project management methodologies
  • Proven Board level experience of leading and delivering complex change and strategy development programmes in a politically sensitive and complex environment
  • Can demonstrate experience of working in a challenging financial environment and effective financial planning
  • Extensive experience of delivering presentations to large groups of stakeholders in often pressured and politically sensitive environments

  • Experience of project and programme management techniques and tools such as Prince 2 or Managing Successful Projects
