Job overview

 

  • The Workforce Systems and Learning Coordinator will support the Welsh Ambulance Service NHS Trust by maintaining the Electronic Staff Record and will monitor and ensure compliance with statutory legislation through the provision of essential workforce information which will support managers to make innovative choices in the development of an engaged and appropriately skilled workforce to deliver excellent patient care.
  • The Workforce Systems and Learning Coordinator will be responsible for ensuring the Trust has access to high quality data and information provided through a suite of reports, performance dashboards and ad hoc reports ensuring the information being received and reported from the Electronic Staff Record (ESR) system by the department is accurate and available in a timely manner and meets the needs of services.
  • The post holder will also be responsible for maintaining accurate records across the ESR system and ensuring the ESR learning management system and competence requirements meet the needs of the service.

 

This post is secondment for 11 months due to secondment cover

Main duties of the job

The post holder will act as System Administrator for ESR and will be responsible for providing expert advice, guidance and training to users including associated policy and process requirements. 

The postholder will provide workforce analysis on the data to support managers and HR colleagues to interpret the information, identifying trend analysis and highlighting areas which will impact on the provision of services. 

The post holder will be responsible for maintaining accurate records across the ESR system and ensuring the ESR learning management system and competence requirements meet the needs of the service.

The post holder will work the direction of the Workforce Systems Manager but will be expected to work using their own initiative, prioritising own workload to strict deadlines to ensure that issues are dealt with in a timely and effective way.  This will require the post holder to plan and organise a variety of activities where priorities can shift due to demands, for example, from Executive or Minister requests.

The ability to speak Welsh is desirable for this post; English and/or Welsh speakers are equally welcome to apply.

Workforce Information and Learning Governance:

  1. To support managers with understanding the ESR system from employee and manager self-service perspectives to ensure that all relevant workforce information is available, in line with the requirements of the Equality Act and public sector duties from the Trusts Electronic Staff Record for Trust Managers, the HR Team and for the Trust board. This data is multi-complex and covers all aspects of workforce details ranging from personal information, sickness absence levels, training records to contractual terms, payroll and financial details. 
  2. Support management decision making by providing ESR reports on workforce information generally and specifically against Key Performance Indicators (KPI’s) to be included in the Workforce and performance dashboards and provide explanations for variance arising in the data, adhering to the reporting deadlines (for example, sickness, training, compliance, recruitment and all other HR and OD procedures)
  3. Provide management support by undertaking in depth analysis of the workforce information, comparing KPI’s against other Services and Directorates, identifying outlying results and investigate reasons that explain/support the data.
  4. Support the provision, analysis, interpretation and presentation of the workforce statistics to inform the Trust’s Annual Report (IMTP).
  5. Be the specialist contact for all Learning Management System (LMS) requests for the department, ensure that requests are relevant, logged, acknowledged and responded to in a timely manner.
  6. Develop the learning management system in ESR to support future innovation and compliance to align with service needs.
  7. Support the Workforce Systems Teams to develop performance management dashboards in ESR Business Intelligence and other reporting tools (e.g. PowerBI) that reflect critical business drivers for managing the workforce.
  8. Provide information to managers and other members of the HR team in response to requests for ad hoc reports, FOI or other requests as appropriate ensuring the information is provided within the required timescales.
  9. Act as a point of contact for investigation, analysis and resolution to all workforce information queries received from the Welsh Government or associated bodies.  This includes responding to information requests within specified timeframes as well as the resolution of any coding discrepancies identified within ESR Data Warehouse.
  10. Provide national data returns to Welsh Government and other stakeholders as directed.

Education

Essential criteria
  • Educated to degree level in relevant subject (such as HR, Informatics) or possess appropriate qualifications to support the demands of the post or equivalent experience.
Desirable criteria
  • Advanced ICT, Excel qualification or evidence of equivalent operational application.

Experience

Essential criteria
  • Comprehensive knowledge and experience of ESR Administration and Local Work structures including an understanding of the critical coding requirements.
  • Experience of ESR system (or equivalent Oracle based HR System), including the Learning Management and Performance Appraisal mechanisms within the system.
  • Experience of development of systems reporting, utilising data visualisation techniques, dashboards etc.
  • Experience of development and delivery of ICT training and coaching to different levels and groups of staff.

Skills

Essential criteria
  • Demonstrate a high level of understanding of a range of IT skills including data load, excel, data manipulation and validation.
  • Proficient use of Microsoft Office including advanced excel and database knowledge and skills including the use of pivot tables, plus Powerpoint and PowerBI or equivalent.
  • Ability to develop and deliver presentations and training on Workforce Information-ESR functions/tools.
