SEL Clinical Lead for Respiratory (CBC)

Clinical and Care Professional Leadership (CCPL) roles have been established in SEL ICB since April 2022 and have been a valuable source of clinical leadership. Within the Community-based Care (CBC) directorate, the role of CCPL for Respiratory (which will require a practicing clinician) has an important remit, providing advice and support on complex system-wide transformation for patients living with and at risk of developing respiratory conditions in SE London. 

The postholder will support the development and implementation of initiatives such as:
•    Improving the C&YP Asthma pathway
•    Development of respiratory diagnostic hublets and linking with Community Diagnostic Centres around breathlessness pathways
•    Development of respiratory Virtual Wards and ARI hubs
•    Respiratory responsible prescribing / Meds optimisation 
•    Greener NHS sustainability initiatives 
•    Pulmonary Rehabilitation improvement
•    Education and training on respiratory topics for Primary Care
•    Contribute to delivery of integrated Primary Care through implementation of the Fuller stocktake.
•    Addressing respiratory health inequalities

In addition, the postholder will support delivery of the agreed priorities of the CBC directorate, Primary Care and LTC teams, in line with the SEL Joint Forward Plan.

Our CCPLs are critical to the delivery of our ambitions to achieve the best possible health outcomes for the people of South East London. We have a network of roles across our programmes and boroughs which provide support to our borough and programme leadership as well as helping to set strategic direction and professional leadership support to CCP colleagues across our system. In order to ensure diverse representation in our CCP community we encourage applications from those who are suitably qualified from a range of professional backgrounds. CCPLs are expected to help deliver our strategic ambitions through developing collaborations across boundaries, promoting mutual learning, seeking challenge and continuously driving innovation and improvement. We believe in the strength of collaborative leadership and all postholders will be expected to work closely with borough and programme operation leads as well as other CCPL post holders.

CCPLs will be expected to work as part of multidisciplinary teams and support the delivery of both system and place priorities with particular emphasis on cross-boundary integration and delegation wherever appropriate of decision making to places and neighbourhoods. All postholders will be expected to understand and address the challenges of health inequalities and the principles of population health management and quality to ensure evidenced-based optimisation of care and services where they are most needed.

The role will strongly link with the other CCPL roles within the CBC directorate and Primary Care/ LTC-related CCPL roles at Place and other critical stakeholders will also include Place commissioning leads, Acute, Community and Primary Care providers, and Virtual Ward Clinical Leads.

  • Experience of delivering change to transform clinical services
  • Has a thorough understanding of integrated models of care across primary, secondary, community & tertiary care settings.
  • Knowledge of legislation and statutory requirements for NHS organisations
  • Understanding of the relevant legislative framework, national and local targets, national policy and key external organisations (e.g. CPIP, NICE, HEE etc) and the implications in practice.

  • Experience in delivering respiratory care, demonstrating a passion to pursue new ways of working.
  • Experience of dealing with ambiguous and complex data and situations.
  • Ability to work with and influence other clinicians to improve the quality of patient care and patient/staff safety without the need for managerial responsibility.
  • Evidence of developing and maintaining an excellent partnership relationship and team fit with colleagues.
  • Proven ability to organise a workload and work flexibly to meet the needs of the organisation. Proven leadership skills with the ability to build and motivate others.
  • Proven interpersonal skills including negotiation, conflict management, providing feedback, supporting partnership working and coaching staff.
  • Able to assimilate complex and lengthy information and make decisions in a fast -moving environment.
  • Ability to communicate effectively with stakeholders and convey complex messages to different recipient groups.
  • Experience of using data and/or financial incentives within a quality improvement project. Experience of developing, applying and reviewing an evidence -based approach to decision making.
