Job overview

An exciting opportunity has arisen at Manchester University NHS Foundation Trust to join the Compliance, Risk and Governance (CRaG) Team within the Estates & Facilities Division. We are looking to recruit three Band 6 Estates and Facilities Compliance Officers. The posts will be based at Wythenshawe Hospital, Oxford Rd Campus, and North Manchester General Hospital. However, there will be an expectation to travel between sites, when required to do so.

The post holders will support the E&F Compliance Manager and Head of Compliance, Risk and Governance to ensure that estates and facilities functions across the whole of MFT are provided in a compliant and safe fashion.

The post holders will assist in the development of; a divisional compliance framework and associated work plan; internal policies, procedures, and guidance to ensure a robust management system and an effective overall approach to estates and facilities compliance is in place across the division. 

We are looking for highly self-motivated, and flexible team members with positive 'can do' attitude to join our expanding team. You must be confident, enthusiastic, IT literate, excellent communication skills; have good ‘attention to detail’ skills and be a ‘completer/finisher’. As this is a fast-paced environment, you must be able to work to tight deadlines.

Main duties of the job

  • Support the division to ensure that the Technical (Estates Hard FM) and Facilities (Soft FM) services, both outsourced and in house, are compliant with the required specifications and standards against national statutory, regulatory, best practice and contractual standards: and where there is a gap in compliance to ensure this is escalated to the Compliance Manager.
  • Manage a variety of project work of a compliance, risk and governance nature including monitoring, collation and validation of associated evidence, e.g. Site/Service Safety Group actions, Authorising Engineer audits, Premises Assurance Model (PAM) submission, Estate and Facilities Alerts, Site Operational plans, Business Continuity Plans, Registers and Lifecycle works etc.
  • Support the CRaG Team in developing in-house and external audit/monitoring programmes and conduct periodic in-house audits of compliance across the divisional estate, with a view to highlighting any risks and non-compliances.
  • Review and comment on external annual condition and compliance audits produced across the estate. Ensure that audit actions are complete and signed off by relevant parties in a timely manner and escalate as appropriate. Review processes and procedures in all disciples and look to streamline where possible.  
  • To work closely with any members of the EF management team to assist in improving the quality and compliance of E&F service delivery across the hospital sites and Off Campus Properties

Qualifications

Essential criteria
  • HNC/HND in Electrical, Mechanical or Building Services
  • Bachelor's degree or equivalent level of experience
Desirable criteria
  • Health & Safety IOSH Certification
  • Asbestos Awareness certification

Knowledge

Essential criteria
  • Evidence of Continued Professional Development in Healthcare / Engineering related topics i.e. Decontamination, Medical Gases, Electrical, Water, Lifts, Asbestos, Ventilation, Fire

Training and Experience

Essential criteria
  • Experience in Microsoft Office Software (Word, Excel and PowerPoint)
  • Significant experience in large acute Healthcare Estates environment
  • Experienced in the use of CAFM systems ie. Maximo, Planit, Concerto, Backtraq(FM)
  • Fully conversant with Health and Safety at Work Act 1974 and associated legislation.
  • NHS Estates HTMs, HBNs, British Standards and approved codes of practice
Desirable criteria
  • Risk Assessment Training
  • Manual Handling Training
  • Previously held an appointed AP position
  • Experience of working for an NHS Trust with outsourced services through a Private Finance Initiative (PFI) Agreement.
