Freedom to Speak Up Guardian

The Freedom to Speak Up (FTSU) Guardian is an essential role within Manchester University NHS 
Foundation Trust (MFT) for ensuring that our staff, students and volunteers are supported in 
speaking up, that any barriers to this are addressed, a positive culture of speaking up in enabled and 
fostered and that issues raised feed into learning and improvement across the Trust.
This role will operate independently, impartially and objectively alongside the Trust Executive 
Management Team and Senior Leadership Teams to support transparency and actively engage and 
enable all staff to speak up. 
The FTSU Guardian will provide confidential support and advice to individuals who need to speak 
up, and work with leaders throughout the organisation to provide a resolution to each concern raised.
The post-holder will support and contribute to the MFT Speaking Up culture and deputise for the 
Lead Guardian at regional and national FTSU meetings. 
The Guardian will develop and implement key elements of the Trusts FTSU Strategy such as creating 
and implementing interactive and educational programmes for leaders at all levels. The post-holder 
will develop and provide development and matrix management of the FTSU Champion network, 
supporting local Champions to embed a speaking up culture throughout MFT.

Assist the Head of FTSU to embed the FTSU service across the Trust, in line with National 
Guardian Office guidelines.
• Lead on FTSU initiatives across the Trust such as those to reduce barriers to speaking up 
and increase engagement.
• Expand and develop the FTSU Champion network.
• Work with local Senior Leadership Teams to implement Hospital/MCS/LCO FTSU 
improvement plans.
