Job overview

The Senior Room Manager is the initial decision maker in relation to SWL’s SCC, allocating and prioritising responses, escalations and tasks that respond to internal / system issues and national requirements to ensure strong co-ordination and real-time management of the SWL Urgent care system.

The role involves responsibility for daily leadership of the System Coordination Centre (SCC). The functions within the SCC are:

·       Operational Oversight (pressure surge)

·       EPRR

·       SWL ICB Emergency Planning, Resilience and Response

·       SWL ICB Single Point of Contact (SPoC)

·       System escalation

·       SWL ICB Incident Management

·       SWL ICB Business Continuity Management

The post holder will be one of the main daily contacts with providers across SW London on issues relating to surge management, system pressure and emerging system issues, and will coordinate assurance to key stakeholders, including ICB directors and NHSE (R). They will lead on the day-to-day management of the SCC and be responsible for the appropriate management of issues and workstreams related to the SCC’s surge and SPoC related functions.

The role will require weekend and bank holiday working as part of the team rota.

Main duties of the job

Job functions and responsibilities:

System Coordination Centre – shift leading

·       Organise and attend key SCC meetings both scheduled and ad-hoc, chairing when required.

·       Ensure, through the wider SCC team, that all key SCC related issues and decisions are logged and actioned / escalated where appropriate in-line with agreed processes. Undertake analyses of the level of risk associated with each issue to determine when escalation to the Deputy Director is appropriate.

·       Ensure professional and timely response to calls made to the SCC, recording and filing requests and liaising with SWL providers / external organisations as appropriate.

·       Ensure that the Single Point of Contact inbox is monitored throughout the day, at a minimum of every 15minutes, managing the tasks and cascading of information in-line with agreed process.

·       Capture and manage actions, owners and deadlines.

·       Lead daily system surge calls, production of reports and implementation of identified actions.

Detailed job description and main responsibilities

  •        Support SWL to improve and achieve local A&E targets, working closely with providers as part of the daily surge management process.

·       Ensure the SCC is set up as per agreed SOP, and ensure it is kept organised in the agreed format.

·       Ensure completion of national returns, where necessary determining the most appropriate function / person / organisation that will respond to emerging requests (liaising with other ISB teams where required).

·       Be responsible for the development and maintenance of SOPS for the services in the SCC.

·       Propose changes to the SCC, taking account of national guidance, legislation etc. undertaking analysis to identify the impact of any change on the wider system.

·       Work with the relevant Recovery Workstream SROs to support the resolution of issues / provide enhanced oversight.

 

 

·       Pull together information requirements, both ad-hoc and scheduled, and ensure these reach the designated recipients prior to deadline.

·       Provide On-Call support for SWL (to support the Chief Officers/Directors on-call) during working hours.

·       Coordinate responses to NHS England (R) on System pressure issues, and development of remedial action / recovery plans (in liaison with the other ICB teams where appropriate)

·       Support on Winter Planning for SWL urgent care services, in close liaison with local urgent care leads and providers as delegated by the Deputy Director of System Oversight& Emergency Planning. This will include oversight of progress of assurance documentation, recovery plans and ad-hoc requests.

·       Liaise with LAS regarding pressures and participate in working groups regarding escalation actions and LAS / SCC collaboration.

·       Liaise with NHS England in relation to centralised commissioned services (e.g. Tier 4 services) to ensure appropriate communication to assist with reduction in pressures across the system and timely escalation.

·       Work with local urgent care networks and borough leads to assist with trouble shooting and action plans to alleviate bed pressures, and acting as a liaison point where appropriate, e.g. setting up and chairing MH system calls, coordinating community & LA partners in relati0on to expediting flow.

·       Manage the patient repatriation process from tertiary to local acute hospitals.

·       Undertake SCC room management & coordination in response to internal and external incidents.

·       Undertakes audits and surveys across the SWL system in relation to SCC performance, identifying areas for improvement.

  • Relevant masters level qualification or extensive knowledge, skills and experience to equivalent level

Knowledge and Experience

  • Operational experience of working in an SCC / Pressure Surge management, Urgent Care or within an Acute provider
  • Significant experience in developing effective working relationships with proven ability to manage conflict resolution and to build relationships; engage, lead and develop others, and maintain credibility. To include experience of working with clinicians
