Capital Projects Manager - Decarbonisation Program

Hours: 37.5 per week

Temporary Contract till 31/03/2027

 

The Estates Department is seeking an experienced Capital Projects Manager to oversee the Trust’s major decarbonisation initiative, which aims to transition approximately 70% of the estate to a District Heat Network as its primary source of heating and hot water. This project has received full business case approval and secured grant funding.

 

This position presents an excellent opportunity for a qualified and driven individual who is passionate about decarbonisation to join our team. The ideal candidate will possess strong organisational and communication skills, along with the ability to take initiative.

 

While this role will primarily focus on the Decarbonisation Program, the Trust is involved in various Business As Usual (BAU) and Strategic Capital Projects, necessitating collaboration with other projects as needed. 

 

A background in healthcare planning at a senior level is essential, as is a proven history of successfully delivering capital programs, particularly those exceeding £1 million. Experience with similar decarbonisation projects in large estates, along with knowledge of the technologies and requirements for heat decarbonisation, is highly desirable. Familiarity with PSDS grant funding is also preferred.

Main duties of the job

Candidates should have relevant experience and hold a qualification in the Built Environment.

To be professionally accountable to the Associate Director of Estates. The role holder will be responsible for the design development and delivery of the approved Heat Decarbonisation project.  In addition to support the Estates Department and liaise with the Strategic Capital Team in respect of other projects.

The role will be pragmatic and creative and will require ownership of a major capital project, address challenges and create solutions to ensure the successful delivery of that capital development.

The post holder will look to the future of healthcare, where digital innovation and transformative models of care are central elements to site development plans.

Will be the lead on the capital projects assigned to you. Will have a high degree of autonomy, but that you will understand the impact of decisions, risks, and project successes and when the organisation needs to be sighted on them.

Will be required to comply with Building and Health and Safety Regulations.

Detailed job description and main responsibilities

Project Management & Engagement
Communicates multi-stranded project, design, financial, contractual information to Board, senior managers, and external and internal contractors, ensuring all parties are working towards a common goal.

Someone who has excellent communication and relationship skills, you will be expected to manage highly complex information about the building environment and clinical utilisation of a space. Some of this communication may be of sensitive or contentious information where agreement or co-operation is required.

Will be able to find consensus of agreement between key stakeholder groups without losing the long-term purpose and flexibility of the estates.

Leadership & People Management
Will be a requirement to line manage team members and their HR need.

Will be expected to manage and lead external team members within the context of the project.

Operate specialised computer software to develop or create reports, documents, drawings. Being able to use CAD software to develop scheme drawings using CAD is a key tool for the management of the project.

An ability to manage an interpret data spreadsheets would be of benefit and an ability to read or use project planning software.

Understand the transformational opportunities for the services which the capital project will accommodate.

Ensure we are part of a multidisciplinary team that can explore opportunities to develop the models of care, workforce, and digital approach for each development.

Understanding the benefits and impact of any change is essential to ensure that the change is to the benefit of the patient and organisation.

 Maintain up to date knowledge of current research and development in the delivery of complex capital schemes.

 Undertake regular surveys and audits as part of project work.

Qualifications and knowledge

Essential criteria
  • Educated to Degree Level in a relevant subject (Healthcare Planning or Architecture)
  • Extensive Demonstrable pre-qualification experience in the Commissioning of new Health Service facilities in an NHS environment including design, specification, Project management and Contract Administration.
  • Comprehensive knowledge and experience of Construction process, principles, standards, techniques, project management and/or health information systems development equivalent to master’s level qualification

Experience

Essential criteria
  • Comprehensive knowledge of Construction process, principles, standards, techniques, project management and/or health information systems development
Desirable criteria
  • Commissioning of new Health Service facilities in an NHS environment including design, specification, Project management and Contract Administration.

Skills

Essential criteria
  • Advanced skills in develop accurate reporting mechanisms as required; understanding of a range of information to identify trends and resolve issues.
  • Must understand contract managements, if you don’t have specific experience of NEC project management you must be willing to undertake training to expand your knowledge base.
  • Good financial skills are required to review and analyse information. You will be expected to have autonomy in managing project budgets.
  • Demonstrate capability to plan over short, medium, and long-term timeframes and adjust plans and resource requirements accordingly.
Desirable criteria
  • Use/awareness of AutoCAD/ Revit or Technical Drawing ability
  • Extensive programme management experience and track record in a senior management role leading change or service improvement in a public service.
  • Experience of working at a strategic or project manager level in the NHS and in particular acute provider experience.
  • Experience of the financial, business, and clinical environment of an acute Hospital.

  • Ability to work as a team member, as well as working autonomously to own initiative, using own judgement for decision making or knowing when to check for advice
Desirable criteria
  • Project management qualification e.g., PRINCE2 or equivalent experience that demonstrates competencies Operational and clinical understanding in relation to programme work streams.

  • Ability to develop concise reports which convey complex messages simply.
  • Strong communication and presentation skills.
  • Operate specialised computerised systems such as computerised technical drawing systems and project management software to develop the solutions.
  • Able to present and negotiate on complex matters, under pressure, to secure the best outcome whilst maintaining good working relationships.

  • A track record of business case writing skills
