The post holder will act as a point of expertise for all issues relating to the care of vulnerable adults across SWL ICS. This post leads and co-ordinates the SWL ICS adult safeguarding strategy, across the local health economy, providing a strategic overview that encompasses domestic and sexual violence, and PREVENT. 

There are 2x separate roles (one based in Richmond and the other in Croydon with working HQ base at 120 Wimbledon.

 

Main duties of the job

You will be expected to focus on place based safeguarding whilst working collaboratively with partners within the SWL system. The post holder will take a lead (the Local Area Contact role) for the LeDeR programme across the borough they are responsible for. The post holder supports all activity required to ensure that the ICS meets its responsibilities in relation to safeguarding adults working effectively with internal and external partners for the betterment of peoples’ lives. The role is the designated professional where allegations are made or concerns raised about staff as well as managing and providing oversight of individual complex cases. The designated professional for safeguarding adults provides an advisory role to the borough safeguarding adults board, supporting the ICB representative to the board. The post holder takes a lead for health in working with partners and for taking forward learning for the health economy. The designated professional for safeguarding adults supports the SWL named GP for safeguarding adults (where there is a named GP).

The post holder will undertake the following duties and responsibilities

·       To fulfil the role as outlined in the Adult Safeguarding: Roles and Competencies for Health Care Staff August 2018.

·       To be responsible for the management and oversight of individual complex cases and coordination where allegations are made or concerns raised about an employee, volunteer or student who may have harmed or who may pose a risk to adults

·       To work with the local authority and service providers to ensure that referral of employees to the Disclosure and Barring Service and/or Regulatory Bodies are made promptly and appropriately and that any supporting evidence required is made available

·       To monitor the process for: safeguarding enquiries; safeguarding adult reviews; domestic homicide cases; high risk cases; and MARAC cases to ensure that they are dealt with as quickly as possible, consistent with a thorough and fair process

·       To provide highly specialist advice on safeguarding issues.

·       To lead the development and ensure the dissemination of relevant SWL ICB’s adult safeguarding policies. To ensure that all policies reflect current statutory guidance and best practice

·       To lead on adult safeguarding across the ICB/ICS s and relevant Safeguarding Committees/ Groups

·       To prepare an annual report for the SWL ICB and the SWL ICB’s contribution to the Safeguarding Adults Board Strategic Plan and Annual Report

·       To undertake the role of Mental Capacity Act Lead providing advice on the Mental Capacity Act, including Deprivation of Liberty Safeguard/ Liberty Protection Safeguard issues

·       To support the Learning from Lives and Deaths  Review (LeDeR) programme for the ICB, being the Local Area Contact where appropriate, working closely with the LeDeR team

·       To ensure that recording systems are in place about decision making and recommendations relating to the management of allegations, and to ensure the control of information is in accordance with data protection and confidentiality requirements

·       To act as a source of expertise and advice to SWL staff and Board members

·       To provide support and advice about the appropriate content of contracts, service specifications and service level agreements

·       To work in partnership with providers to offer oversight and assurance in relation to performance management frameworks, dashboards and the patient experience

·       To act as a source of expertise and advice to designated leads and others in commissioned services

·       To advise partners and other organisations on health matters in relation to adult safeguarding

Person specification

Education & Qualifications

Essential criteria
  • Educated to Masters level or equivalent level of knowledge and experience of working at a senior level in specialist area
  • Any health or social care practitioner on a regulatory professional register
  • Educated to degree level in relevant subject or equivalent level of experience
  • Evidence of continuing professional development – as per the national guidance for Designated Professionals – 24 hours per 3 years of Level 5 safeguarding adults training
Desirable criteria
  • Root Cause Analysis training or experience of involvement in carrying out investigations and or learning reviews

Knowledge & Experience

Essential criteria
  • Evidence of expertise in adult safeguarding and/or related field
  • Proven experience of multi-agency partnership working
  • Working with diverse communities
  • Experience of facilitating change by collaborating with stakeholders within adult services across other professions and both intra- and inter- organisationally to produce innovative practice, service development and training programmes
  • Experience of writing board level reports and presenting to board, committee or public meetings
  • Demonstrates sound judgement in the absence of clear guidelines or precede
  • Working project and programme management
  • Detailed knowledge and understanding of the Care Act (2014), Intercollegiate Document (2019) and other safeguarding policy and guidance
  • Detailed knowledge and understanding of the Mental Capacity Act and Amendment Bill, Prevent Strategy
  • Highly developed specialist knowledge, underpinned by experience and theory

  • Working in commissioning environment or similar environment
