As a senior leader within the NHS National Team, you will set the agenda for cancer services in England.  Working with patients, clinicians, charities and across the public sector, our aim is to reduce preventable cancers, diagnose cancer earlier, increase survival and improve the quality of life and experience for cancer patients.  We develop national policy and strategy, and work with our Cancer Alliances across the country to transform services for patients. 

Our work has started to transform the experience of cancer patients across England, with the proportion of people diagnosed at an early stage starting to increase for the first time in a decade. You will be instrumental in continuing this progress so that even more people survive cancer in the future.

We are looking for a candidate with a proven track record working in and understanding of cancer services, constitutional standards applying to cancer services and recent drivers of performance challenges. Experience managing and delivering national programmes of work to improve clinical services is also highly desirable.

The successful candidate will also have robust skills in bringing stakeholders together in the design and delivery of policy. The post holder will manage a large delivery team and will need to demonstrate their ability to manage a large team to deliver complex programmes.

To support the Long Term Plan ambitions:

  • ·         Working closely with the operational performance team to deliver performance of 77.5% against the Faster Diagnosis Standard (FDS) by March 2025, and put us in a position to deliver performance of 80% by March 2026, ensuring that as many people as possible are diagnosed or have cancer ruled out within 28 days.
  • ·         Oversee the implementation of pathway improvement approaches, leading the development of resources and development of a Cancer Alliance-led network of contacts with clinical and implementation expertise to support struggling providers to rapidly develop and improve their pathways, with a focus on priority pathways Breast, Skin, Gynaecology and Urology.
  • ·         Ensure that the Cancer Waiting Times practice and guidance reflects current clinical and policy advice, and that the Cancer Waiting Times system is delivered and updated to reflect this.
  • ·         Overseeing the legacy of the Non-Specific Symptoms pathway programme across the country to complete the evaluation of the programme and ensure a consistent and coherent approach to commissioning for the future.
  • ·         Overseeing the clinical policy that drives Cancer Waiting Times, and ensuring the system which collects the data reflects these changes and serves the needs of users.
  •        Engaging with stakeholders such as charities, Royal Colleges and patients to ensure they are part of the design and delivery of Cancer Programme projects.

  • 1. In depth additional expert knowledge acquired in the following areas cancer services, constitutional standards applying to cancer services and recent drivers of performance challenges; Experience of directly managing cancer services.
  • 2. Experience at a senior level in developing strategy and service development to improve patient experience and outcomes.
  • 3. Experience of successfully operating in complex, highly politicised environments and effectively managing competing priorities and stakeholders.
  • 4. Leadership skills and the ability to build, lead, develop and motivate high performing teams, including strong feedback and coaching skills.
  • 5. Provide and receive highly complex, sensitive and contentious information, negotiate with senior stakeholders on difficult and controversial issues, and present complex and sensitive information to large and influential groups.
