Head of Commercial

NHS TCS 2023: Band 8d

Job overview

We are recruiting for a Head of Commercial Improvement, working within the NHS England Commercial Governance, Policy & Improvement function. This is an exciting role, with the potential to influence and deliver significant change within NHS England and the broader NHS system.

We are looking for a highly experienced and capable leader who has the necessary skills and attributes to deliver high value and sustainable commercial transformation, with excellent end-to-end commercial practice experience, preferably in the public sector.

This role, working within the NHS England Commercial function, requires an individual who can translate the overall commercial vision and strategy into an efficient operating model, embedding a culture of continuous improvement and efficiency

As well as leading and embedding continuous improvement across the function, the role is critical in implementing policy change, with a particular focus on the changes brought about by the Procurement Act reform.

This individual is a high-level orchestrator of change, and someone that can perform autonomously, whilst also bringing together colleagues in process redesign, and implementation of policy change.

This role will act as the face of our ongoing transformation across commercial delivery and the wider organisation. They will bring enthusiasm; and will not be afraid to challenge the status quo, building effective relationships both internally and externally to influence change.

Main duties of the job

  • Driving transformational change and improvement across the commercial delivery team and wider organisation.
  • Leading the implementation of changes through new legislation, regulations and policy reform, with a particular focus on the Procurement Act reform.
  • Deputising internally and externally for the Associate Director of Commercial Governance, Policy & Improvement.
  • Support in embedding the new commercial operating model, building in milestones by which to measure success and drive further development.
  • Leading the development of guidance and best practice to drive consistency and build commercial excellence across the directorate.
  • Deliver measurable benefits through our efficiency & KPI targets.
  • Improve our effectiveness in achieving our commercial strategic objectives.
  • Support in developing a service model that ensures value for money, efficiency and promotes excellence.
