Job overview

We are recruiting for a Senior Commercial Governance Manager, working within the NHS England Commercial Governance, Policy & Improvement function. This is an exciting role, at a time when there is significant policy change within public sector procurement, and this role will be pivotal to embedding those changes across NHS England.

As a Senior Commercial Officer, the post holder will work as part of a dynamic team and will manage the governance in order to deliver successful commercial outcomes across NHS England and into the wider Health and Care system. The role is for someone looking to develop their commercial career within a fast paced, highly professional Commercial Directorate. They will be looking to take increased responsibilities enabled through training and support, and the right candidate will have the platform to obtain first class experience with a wide breadth and diversity of requirements and disciplines.

Main duties of the job

·         Develop and coordinate project plans to deliver change and improvements

·         Ensure accurate and open communication and co-ordination with a range of organisations and individuals, researching and drafting correspondence and papers and ensuring the management of specific tasks, lead reporting and analysis across a range of specialties, functions and projects.

·         Be a key member of the team as well as supporting effective communication and stakeholder management, both internally and externally.

·         Lead on embedding changes in commercial governance brought on by the legislative reform in regards to the Procurement Act 2023 and the Provider Selection Regime.

·         Manage the commercial operating framework to enable the wider team to deliver the services compliantly via robust templates, guidance and standard operating procedures

·         Work with the assurance and reporting team to ensure the assurance framework and Directorate metrics are aligned to commercial governance and legislative requirements

·         Work with the systems team in the design of workflows and processes within the e-Procurement System to embed any policy or legislative changes

·         Coordinate communications via various forums and channels to ensure the wider team understand key updates and changes in regards to commercial

·         Support the wider work of the team, including the development of policies, processes and guidance

Essential criteria
  • Educated to Masters level or equivalent level or equivalent experience of working at a senior level in specialist area

Knowledge & Experience

Essential criteria
  • Demonstrates an effective understanding of public sector procurement policy
  • Track record in governance or assurance that includes developing / amending / implementing policies and procedures and managing risks

Skills, Capabilities & Attributes

Essential criteria
  • Experienced in data analysis and reporting including data extraction, manipulation, and evaluation
  • Demonstration of experience in successfully managing and influencing stakeholders at different levels.
