Deputy Director of Strategic Workforce Planning, Supply and Innovation

Job overview

We are looking to appoint a highly experienced individual, with extensive knowledge and expertise in HR and OD management and workforce transformation, who has a record of leading and supporting change, working within an organisation with multiple partners and ensuring the highest quality Human Resources and OD support to our senior team.  

You will have a proven track record, working at a senior level in a HR&OD/Workforce leadership role in an organisation of similar scale and complexity whether within the NHS or wider public sector.

Main duties of the job

Responsible for the leadership, development and oversight of workforce strategy, integrated workforce planning, increasing supply, professional workforce, HR and organisational development and redesign and innovation. Responsible for professional advice and leadership supporting the Director of Workforce Training and Education.

 

This will include supporting ICB’s

- Workforce strategy and planning

o   develop workforce strategies / people plans that reflect local priorities and national policy, addressing health inequalities.

o   assurance of local operational plans and other workforce activity to deliver the long-term workforce plan

o   supporting operational planning rounds (multi-year) briefing systems / providing support sessions, including review of system planning returns

•       Increase supply

o   facilitate the development initiatives to increase workforce supply and availability including workforce productivity, inclusive domestic and international recruitment and reservists, temporary staffing 

·    Professional workforce, human resource management and organisational development

o   Provision of professional advice and assurance of severance / remunerations, employment terms and conditions, role model and promote the development of HR & OD Futures - profession development

o   provide professional oversight and assurance to support regional regulation and oversight procedures

o   provide professional leadership advice and guidance to the Regional Director

Essential Criteria

Essential criteria
  • Chartered Fellow of CIPD
  • Educated to Masters degree level, or equivalent experience in a related area (ie: HR; Employment Law)
  • Evidence of CPD
Desirable criteria
  • Significant people experience gained from working at Board level in an NHS organisation
  • A high level of relevant professional, technical skills and knowledge of workforce, talent management and HR Excellent knowledge of relevant legal frameworks and regulations
  • Analytical rigour coupled with pragmatic problemsolving in addressing complex situations. Ability to drive innovative approaches that can be implemented in the NHS.
  • Demonstrable technical understanding of NHS providers, commissioners and systems In depth knowledge of NHS performance management and accountability frameworks
  • Proven leadership skills and strategic thinker Highly developed negotiation and political skills and Experience of leading policy development in large complex NHS organisations awareness and experience of operating at Board level in an NHS environment or organisation
