The Healthcare Contracting Team manages a range of income and expenditure contracts with external providers and commissioners of Healthcare Services.  Due to a department restructure and expansion, we currently have a number of vacancies within the finance team

Main duties of the job

The successful candidate will join our small but well established team to support all financial aspects of the healthcare income and expenditure contracts.

We are looking for a highly motivated, flexible individual, with strong communication skills, with experience of working computers and computer accounting and financial reporting software, preferably within the NHS.

The ability to work in a face pace and ever changing environment is essential, along with strong interpersonal skills and an ability to work and develop effective relationships with colleagues and external partners is essential.  

The ability to speak Welsh is desirable for this post; Welsh and/or English speakers are equally welcome to apply.

Detailed job description and main responsibilities

To support the process for managing all aspects of income and expenditure for the Health Board working across all the Divisions, and Executive Directorate Budgets, within Standing Financial Instructions, Standing Orders and Accounting standards especially with regards to Overseas, Private Patients and Adhoc Income agreements

 Working within the Finance Team, providing professional assistance and financial advice and support to managers, and undertakes investigation into a wide range of financial variances and analysis, supporting the recommending of corrective action to senior finance staff as necessary.

 Ensuring that all income, expenditure and invoices are processed and accounted for in accordance with set procedures and Accounting Standards, and that all information is provided in accordance with statutory reporting requirements, timescales and standards, through the completion of own work and the coordination with other colleagues across the Finance Department and wider Health Board.

 To provide specific financial analysis and information to support the production of the Health Boards monthly Monitoring Returns and Annual Accounts as submitted to the Welsh Government, in line with statutory and legal timescales, guidelines, policies and procedures.

 To provide timely, accurate and meaningful financial management information within tight financial time-scales and ensure that work is completed in compliance with Standing Orders, Standing Financial Instructions, and Scheme of Delegation.

Qualifications

Essential criteria
  • AAT Technician Level Qualification or proven equivalent experience of ability o work at this technical and professional level.
  • NVQ Level 4
Desirable criteria
  • Working towards full AAT accreditation

Experience

Essential criteria
  • Experience working within a finance environment
  • Experience of computerised financial managements systems and controls.
  • Experience of budget setting and budgetary control, including the reporting and management of variances and implementation of corrective action
  • Experience of dealing with external agencies and dealing with Audit queries and responses
Desirable criteria
  • Experience of NHS accounting, including reconciliations, controls and VAT rules and guidelines

Knowledge

Essential criteria
  • Detailed knowledge of computerised Financial Management System and computerised reporting systems.
  • Understand the implications of current Accounting and NHS legislation as it affects the area of work.
  • Knowledge and understanding of NHS Budgets and the need to report and control these accordingly and appropriately.
Desirable criteria
  • Knowledge of Oracle Accounts Receivable computerised system

Skills

Essential criteria
  • Excellent in the use of spreadsheets and other PC-based office applications.
  • Ability to process, analyse and interpret complex financial data, and explain the result to non-finance staff
  • The ability to identify errors, resolve discrepancies and handle any problems as they arise.
  • The ability to effectively organise workload and work within strict deadlines.
  • The ability to work as part of a team, achieving a corporate objective.
Desirable criteria
  • The ability to communicate effectively in Welsh
