Job overview

The West Midlands CAMHS Provider Collaborative (WMCPC), known as Toucan, is seeking to appoint an experienced Head of Commissioning and Transformation - this is an exciting opportunity and a great time to join our organisation as we expand our strategic commissioning activity and implement new service developments across the region.  

This post will play a pivotal role in the planning, commissioning and consequent transformation of specialised services for children and young people with complex mental health needs across the West Midlands, to ensure the best possible experience and outcomes for those who need to access our services. 

We are committed to enabling and embedding co-production in all we do, so it is expected that the postholder will have experience of working with multiple stakeholders including clinicians, experts by experience and parent/carers to ensure that co-production informs activity across the commissioning cycle - from needs assessment to priority setting, service development, evaluation and in redesign. 

Whilst specific to the commissioning of specialised services, the breadth of the role will mean that work spans topic areas including personalised care, health inequalities, learning disability and autism specific initiatives and the integrated health/care agenda.

Main duties of the job

The successful candidate will have a range of commissioning experience which has in turn enabled successful transformation. We are looking for a great communicator who can work collaboratively with a range of stakeholders to enable change and facilitate the commissioning activity required to achieve this. 

The main duties of the role are outlined below, please refer to the job description for full outline.

  1. Lead and manage a number and range of redesign programmes and work streams, co-ordinating activity to deliver agreed national and local priorities, commissioning intentions and associated objectives within required timeframes and budget.

  2. Develop and nurture key relationships and networks with local, regional and national partners and stakeholders to deliver the pace and breadth of transformation and change required.

  3. Chair meetings and be responsible for the delivery of work with multiple providers of services including NHS, local authority, community and independent sector. 

  4. Lead the on delivery of agreed commissioning intentions as set out in commissioning plans and strategies.

  5. Ensure transformation and commissioning activity is delivered in a timely and appropriate way through the cycle of analysis, planning, implementation and review.

  6. Analyse and interpret highly complex, sensitive and contentious information and use this process to make and implement recommendations for evidence-based re-design and commissioning activity.

Qualifications

Essential criteria
  • Educated to degree level and at least 5 years equivalent professional experience at senior level within the NHS and/or social care and/or private sector.
  • Able to demonstrate continued personal/professional development.
Desirable criteria
  • Educated to masters degree level and at least 5 years equivalent professional experience at senior level within the NHS and/or social care and/or private sector.

Knowledge & Nature of Experience

Essential criteria
  • Significant experience of leading, coordinating and managing complex commissioning programmes and change initiatives.
  • Evidence of delivery in a transformation or commissioning role in social care or health, with demonstrable knowledge of and ability to work successfully across all stages of the commissioning cycle.
  • Significant experience of working within the NHS and/or social care.
  • Significant experience of collecting, analysing and interpreting complex data sets and across a wide range of areas.
  • Experience of planning organisational resources to support transformation and re- design implementation.
  • Experience in team working and developing relationships across organisational boundaries within health and/or social care
  • Knowledge of the policy and commissioning agenda regarding children and young people, particularly those with complex needs associated with their mental health.
  • Knowledge of social care, public sector or health service management, including change management and workforce re- design, acquired through training and experience.
  • Experience of managing provider negotiations, utilising strong communication skills to achieve agreeable solutions.
  • Knowledge of project management methodology e.g.Prince II.
Desirable criteria
  • Experience of joint commissioning
  • Experience of service improvement methodology, diagnostic tools and delivering improvement plans.
  • Demonstrated experience of how to effect cultural and behavioural change
  • Knowledge of the local health and social care economy.
