The West Midlands CAMHs Provider Collaborative (WMCPC) Commissioning Hub is a delegated function acting on behalf of Birmingham Women’s and Children’s NHS Foundation Trust (BWC) as they are the Lead Provider for the WMCPC.

 

The Commissioning Hub has a key purpose of acting with delegated autonomy to ensure there is robust financial monitoring of all providers who are party to the WMCPC or contracted by them, and that the strategic objectives of the WMCPC are realised through an agreed programme of work and an ongoing scheme of investments.

 

This role is pivotal in monitoring the financial performance and the financial implications of commissioning intentions and new developments.

Main duties of the job

To assist the Head of Contracts, Finance and Performance in providing all aspects of financial management & advice to the West Midlands CAMHs Provider Collaborative, including lead responsibility and financial specialist for identified services within the Commissioning Hub.

To co-ordinate the work of the finance team, ensuring timely, accurate & relevant income, contractual expenditure & activity reports are available for senior leaders and risk share partners.

To be an integral part of the Divisional management team, deputising for the Head of Contracts, Finance and Performance as required.

To support the Head of Contracts, Finance and Performance in the pro-active running and development of the finance team.

Essential criteria
  • Professional Accountancy [CCAB / CIMA] qualification or passed finalist with demonstrable equivalent experience plus knowledge and actively working towards full qualification

KNOWLEDGE & NATURE OF EXPERIENCE

Essential criteria
  • Highly developed and specialist knowledge of financial and accounting procedures, financial and other aspects of legislation and finance policies and procedures, including current IFRS and Tax Legislation and its application.
  • Significant experience and expertise in financial management
  • Comprehensive knowledge of the principles of financial reporting and control
Desirable criteria
  • An understanding of the children and adolescent mental health sector and an awareness of the provider collaborative model
  • A wide knowledge of general health service policies and procedures and a knowledge of other public sector finance policies and procedures.

PROFESSIONAL / MANAGERIAL / SPECIALIST KNOWLEDGE

Essential criteria
  • Experience of being responsible for the day-to-day management of a finance team including the recruitment, development and appraisal
  • Demonstrable ability to deal with staff performance and disciplinary issues effectively
  • Develops and monitors budgets for external departments/services/programmes, providing comprehensive financial advice to them as required. Essential A/I
  • Proven ability to both set and achieves realistic and measurable objectives within timescales

PERSONAL SKILLS / ABILITIES AND ATTRIBUTES ESSENTIAL OR DESIREABLE METHOD OF ASSESSMENT (A/I/T)

Essential criteria
  • Proven ability to advise / constrain senior budget holders to a certain course of action
  • Demonstrable ability to assimilate and successfully communicate highly complex, sensitive and or conflicting information to often senior non-finance managers and other cohorts of staff.
  • Proven ability to give complex financial presentations to large groups of senior non-finance managers conveying financial concepts clearly and persuasively.
