Band 6 Dental Contract Officer x 2

 An exciting opportunity to recruit two full time permanent Dental Contract Officers  has arisen within the Office of the West Midlands (OWM) Primary Care Commissioning Team. 

The OWM has been established to support the 6 Integrated Care Boards (ICBs) across the West Midlands to support the ICBs to deliver delegated responsibilities, including those for General Medical, Pharmacy, Optometry and Dental services. 

The Office for the West Midlands (OWM), is hosted by Birmingham and Solihull ICB, as the employing body, but the team supports the following ICBs:

Ø  Black Country

Ø  Birmingham and Solihull

Ø  Coventry and Warwickshire

Ø  Herefordshire and Worcestershire

Ø  Shropshire and Telford and Wrekin

Ø  Staffordshire and Stoke on Trent

Utilising ‘Neighbourhood, Place and System’ the commissioning team will champion collaborative commissioning, focus upon developing and commissioning integrated services, that support patients to manage their own care, prevent ill-health and access services in the most appropriate setting.

Both Dental Contract Officers will be responsible for managing the day to day business associated with a portfolio of dental contracts.  One position will cover Shropshire and Staffordshire and the other  position will cover Birmingham, Solihull and The Black Country.  Post holders will be expected to provide cover for leave etc and to work in a pool where large projects are in process.

The successful candidate will be able to: 

·         Work internally and externally with colleagues, stakeholders and the professions to support the delivery of dental contracts.

·         Manage contractor request for variations in line with national policy and local governance processes.

·         Draft formal notices and correspondence in line with contractual matters.

·         Produce reports based on available data and review and compare performance and contract delivery.

·        Investigating and responding to patient queries.

·       Support the identification and sharing of best practice to support service improvement.

·       Support the portfolio of programmes/projects in demonstrating value for money tracking and managing and delivering agreed benefits. 

·         Be responsible for supporting the commissioning of projects, expressions of interest and procurement of services to support project delivery, acting in accordance with Standing Orders and Standing Financial Instruction. 

·         Constantly strive for value for money and greater efficiency in the use of budgets, and to ensure that they operate in recurrent financial balance year on year. 

·         Be responsible for the day to day range of staff management matters, which will include responsibility for supporting appraisals, development of staff, recruitment, and where necessary employee relations matters.

·         Highlight exceptions and risks ensuring mitigating action is taken. 

·         Draft reports summarising status on issues, appraising outcomes, and providing progress for the Head of Department. 

·         Deliver projects to comply with key performance indicators, and best practice guidance.

Education / Training / Qualifications

  • Educated to Post-graduate degree level in relevant subject or equivalent level qualification or significant experience of working at a similar level in specialist area. Further training or significant experience in project management, financial management or supporting change management processes.

Knowledge and Experience

  • A good understanding of the health and social care environment and roles and responsibilities within it.

  • Able to work on own initiative, organising and prioritising own and others workloads to changing and often tight deadlines.
