Job overview

An exciting opportunity for a Senior Commissioning Manager (Dental, pharmacy and optometry)has arisen to support Herefordshire, Worcestershire, Coventry and Warwickshire.

The Office of the West Midlands Primary Care Commissioning Team has been established to support the 6 West Midlands Integrated Care Boards deliver delegated responsibilities.

The Team is hosted by Birmingham and Solihull ICB, as the employing body.

The post holder needs:

-         Extensive knowledge and experience of how NHS services are commissioned and procured within pharmacy, optometry and dental

-          An understanding of national policy and how this translates into local action

-          Experience of managing, leading and motivating teams to deliver improvements

-          Highly developed analytical skills to analyse and present highly complex data

-          Strong oral and written communication skills with a wide range of stakeholders

-           Ability to prioritise own work and to work autonomously and collaboratively with others

-          Understand the importance of governance

-          An ability to negotiate on difficult and contentious issues

-          Have a passion to improve patient outcomes

Main duties of the job

You will be responsible for:

  • Working as part of a dynamic team in managing and delivering projects.
  • Providing Senior Commissioning leadership and expertise on the commissioning and management of pharmacy, optometry and dental contracts across 2 ICB areas.
  • Work within the team to drive transformation projects and programmes across all 6 ICBs and ensure effective planning and value for money of commissioned services.
  • Improving quality and outcomes and including procurement projects.
  • Leading the delivery of project plans, allocating tasks as appropriate, identifying and monitoring risks, issues and dependencies, considering best practice and current options and ultimately making decisions in the best interest of the project.
  • Developing and maintaining constructive relationships with a broad range of key stakeholders for example ICB Commissioners, Commissioning Finance, Clinical Advisors,  Local Professional  Networks (Dental, Pharmacy & Eye Health), Subject Matter Experts, Commissioning Support Units, and Healthwatch managing conflicts of interest where appropriate.
  • Responding to and resolving conflict when this arises through facilitation or other appropriate mechanisms.
  • Reviewing lessons learnt to support a drive for continuous improvement.
  • supporting the team to ensure that workstreams are planned and managed effectively and take the lead in their successful delivery.

Person specification

The Job holder will be accountable for

Essential criteria
  • Lead the effective commissioning and management of the Pharmacy, Optometry and Dentistry services across 2 ICB areas, to more closely meet population need, operating within a highly political and sensitive environment, including leading on procurements as required.
  • Liaise with key stakeholders, including ICBs, clinicians, regulatory and statutory bodies as relevant to the role.
  • Responsible for providing professional expertise to commissioning business processes.  Interpreting national policy into local action
  • Work with clinical and managerial stakeholders to identify opportunities to improve access and to transform services and to improve quality and outcomes for patient care.

Operational Management

Essential criteria
  • Lead the team in the delivery of commissioning plans, allocating tasks as appropriate, identifying risks, issues and dependencies, considering best practice and current options.

Partnership and cross boundary working

Essential criteria
  • To operate across and within the ICB footprints to provide subject matter expertise and leadership in relation to commissioning and to develop systems.
