Deputy Professional Lead for 0-19 service

Walsall Healthcare NHS Trust provides integrated acute and community Healthcare in the West Midlands serving a population of 260,000 residents. Walsall Manor Hospital houses the full range of district general hospital services. The £170 million development was completed in 2010 and we are continually upgrading. Construction of the new integrated critical care unit was completed in 2018, extension of a Neonatal Unit and an approved plan to build a brand new, state of the art Emergency Department which commenced in 2021

Job overview

This is an exciting opportunity for an SCPHN Health Visitor with leadership experience and with a wealth of knowledge within a HCP 0-5 service to help shape the service within the established Community Division under the Walsall Together umbrella. The post holder will work closely with all other nursing and AHP community services. 

The post holder will support the HCP 0-19 Professional Lead (PL) and be responsible for providing leadership to the Health Visiting & School Nursing teams. They will support the PL to with clinical and operational delivery of the 0-19 pathway, ensuring that they deliver in accordance with national best practice and service standards. The post holder will deputise for the PL and carry out delegated responsibilities, working in collaboration with divisional, organisational and external partners to provide assurance that robust systems of governance and performance are in place and that high quality client led services are being developed and delivered.

Main duties of the job

·       Professional leadership of the 0-19 services.

·       Ensures delivery of comprehensive clinical services whilst identifying and responding to service and professional development requirements.

·       Delivers a high standard of operational support and develops and maintains operational risk assessments and guidance.

  • Works with the Divisional teams (Community and Women’s & Children’s) to ensure robust governance across the service.
  • Ensuring that services continue to be safe through effective governance arrangements including risk management processes and health and safety requirements.

·       Ensures a robust approach to safeguarding Adults and Children across the service.

·       Ensure that quality standards both those agreed with commissioners and dictated by national policy are achieved, and establish local quality standards to improve patient care and directorate efficiency.

·       Lead on implementation of national / regional and Trust nursing strategies and policies as required.

·       Ensure all staff have access to continuing multi-professional development / education and training.

·       Provide specialist and professional advice to the Division, Trust Board and Director of Nursing in relation to the delivery of the 0-19 agenda. 

·       Provide expert professional advice, develop strategy and implement policy and measure outcomes to assure the quality and safety of nursing practice.

Detailed job description and main responsibilities

·       Supports the Professional Lead by contributing to the implementation and development of the nursing agenda on behalf of the 0-19 Services.

·       Line manages staff in accordance with agreed policies and procedure including responsibility and recruitment and selection and appointment of staff and the implementation of the Disciplinary and Grievance policies. 

·       To promote a management/ leadership style that empowers staff to develop solutions to their own problems and enhances motivation and development at all levels, including effective team working.  

·       Ensure effective collaborative working, including appropriate arrangements for    supervision and appraisal procedures are in place and implemented within a performance management framework.

·       To ensure that risk is managed safely and all members of staff receive appropriate mandatory training.

·       Identify the workforce development needs within the service through robust appraisals and ensuring information feeds into the service and Trust wide strategy.

·       Supports the Professional Lead to implement the transformation agenda in relation to the service and the achievement of national and local KPI’s.

·       Has continuous accountability for ensuring the delivery of a high quality service, meeting local, professional, statutory and corporate requirements. 

·       Takes delegated line management responsibility and accountability for allocated clinical team leads within the area of responsibility and through them is responsible for all nursing staff and unregistered nursing staff within the 0-19 services.

·       Supports the Professional Lead to deliver continuous improvement plans in accordance with corporate and Directorate objectives.

·       Supports the Professional Lead to develop a comprehensive service with particular regard to professional issues, workforce planning, educational planning and human resource management.

·       To ensure that risks are identified and managed safely using risk registers to inform and escalate

·       When delegated by the Professional Lead, leads on disciplinary and grievance procedures for clinical and non-clinical staff.

·       Contribute effectively to the Trust financial strategies and plans, maximising opportunities to develop services in support of the national agenda.

·       Identify opportunities for change that will improve or assist the development of clinical practice and which leads to improvements in quality and efficiency within the division.

·       Produce timely reports to update/inform/assure/propose as requested by the Organisation

·       Supports the Professional Lead to produce statistics and reports necessary for presentation to either commissioner, Trust Board member’s i.e., regular requirement to create reports.

  • The post holder will use service improvement principles, to ensure a more consistent performance across the Trust.

Essential criteria
  • • Registered Nurse and a SCPHN qualification in Health Visiting
  • • further qualifications to a higher diploma level or demonstrable equivalent level of experience
  • • Evidence of Continuous Professional Development

  • • Ability to work without supervision, providing specialist advice to others, working to tight and often changing timescales
  • • Demonstrated excellent leadership and engagement skills including the ability to inspire and innovate.
  • • Demonstratable experience in a leadership role (either leading teams or leading an area of work)
  • • Demonstrated experience of leading, managing and influencing teams, sometimes conflicting clinical and operational situations.
  • • Evidence of ability to offer operational support within the team, developing and maintaining operational needs within the service.
  • • Good understanding of regulatory requirements i.e NMC and CQC.

Knowledge

Essential criteria
  • • Knowledge of clinical governance, risk management and associated control mechanisms
  • • Knowledge of the changing nature Community Children’s Services professionally and clinically.
