Job overview

To provide leadership for the strategic development of the Buckinghamshire Healthcare NHS Trust sites, taking authority and responsibility for the management coordination and delivery of the Trust capital programme, ensuring business development and occupier criteria are met in line with agreed cost and quality objectives whilst minimising impact of projects on trust income, patient experience and operational activity.

Main duties of the job

To provide expert advice and support to the Director of Capital Development, Trust Executive, Care Groups and key stakeholders in the strategic development and delivery of the capital plan in line with agreed project and Trust breakthrough objectives to achieve long term best value for the benefit of patients, staff and clinical services.  This post will require the postholder to develop and implement policy relating to the planning and physical environment in which clinical services are provided.  Furthermore, the post holder will be responsible for the smooth, efficient and timely operation of the wider capital team. 

The Deputy Director of Capital Development will have specific accountability for delivering the following primary duties:

1.     Lead the formation and delivery of the Trust long term capital plan working with care groups and corporate functions to ensure adequate funding is provided to meet the long-term Trust objectives.

2.     Provide leadership and direction to the capital team for all aspects of estates development.

3.     Engage with Executive, Divisional, and general managers to ensure the capital plan accurately reflects the needs and requirements of the Trust operational services.

4.     Work closely with the Finance Directorate to ensure the capital plan forecasting is accurate, managed and meets the requirements of NHSE reporting.

5.     Provide capital planning expertise to the Executive team to support service and business change.

EDUCATION, QUALIFICATIONS & TRAINING

Essential criteria
  • Chartered Construction professional RICS, RIBA, C Eng, ARB, CIOB or similar
  • Degree/Diploma in line with key competencies in construction and contract management
Desirable criteria
  • Diploma/Qualification in Project Management
  • Masters in relevant technical or management field or equivalent experience

EXPERIENCE

Essential criteria
  • Experience post professional registration (RICS, RIBA etc) or similar demonstrable experience
  • Experience of strategic and operational stages of project development & management
  • A proven leader with proven multi-disciplinary Estate strategy, Construction, project funding & Property Management experience
  • Comprehensive knowledge of procurement options, contract management, partnering and joint venture
Desirable criteria
  • Experience in an acute hospital setting with a demonstrable track record of working with clinicians in the delivery of NHS capital projects

SKILLS, ABILITIES & KNOWLEDGE

Essential criteria
  • Demonstrable knowledge of HBN’s, Firecode, HGN’s and HTM’s
  • Experience of managing a department and performance and work evaluation
  • Development and implementation of multi -year capital plans
  • Ability to receive and analyse, interpret complex data, requiring intense concentration for extended periods
  • Proven ability of leading and directing multi -disciplinary design, operational and construction teams along with the ability to communicate clearly both verbally and in writing at all levels of a complex and diverse organisation
  • Sound constructive and legislative knowledge including research into the use of building design/materials and track record of innovative application
  • Demonstrable ability to deliver clear effective communication on a range of complex scenarios to a broad audience with variable levels of understanding
  • Knowledge and confidence to challenge clinicians and senior managers on income, patient flow and operational activity
  • Ability to work effectively and independently without direct supervision
  • Proven ability to communicate complex issues
  • Excellent presentation skills
  • complex and changing environment whilst maintaining purpose and direction.
Desirable criteria
  • Good knowledge and practical approach to the Capital Investment Manual procedures and Capital Accounting Manual procedures
  • Experience of the development, review & implementation of plans/policies and guidance relating to the built environment
  • Understanding of the NHS Plan and National, local, and strategic agenda
  • Comprehensive ability to use Microsoft project and/or Project management software
