Job overview

The Senior Buyer is expected to build strong and effective relationships with senior stakeholders and to work collaboratively with stakeholders and team members in order to deliver optimum demonstrable value from the Trust’s third party supplier spend. The role holder will negotiate and implement contracts and agreements that maximise value from the relevant divisional third party supplier spend and will provide advice and guidance on Procurement-related matters to stakeholders. The role leads on spend analytics and reporting within the strategic procurement team.

Main duties of the job

Ensure the trust contracts in accordance with procurement legislation and its internal Standing Financial Instruction.

in this respect work with stakeholders to perform tenders and drafting  contracts.

Finding and implementing opportunities in contracts/frameworks established in other bodies of the NHS.

Additionally the role requires use of spend analytics tools for use in the procurement team.

Education and Qualifications

Essential criteria
  • Graduate Diploma in Chartered Institute of Purchasing and Supply (CIPS) or appropriate professional institute or relevant experience. Or working towards MCIPS Level 4.
  • Evidence of Continuous professional development (CPD)
Desirable criteria
  • Relevant masters degree or equivalent experience
  • A levels equivalent qualification or significant in-depth experience

Experience

Essential criteria
  • Procurement experience in contract law and procurement legislation
Desirable criteria
  • NHS experience within procurement
  • The ability to create large complex collaborative contracts
  • Accomplished at using the full range of available software packages, i.e. Microsoft Word, Excel, Powerpoint, Access
  • Experience in procurement to drive value for money from contracts.

Skills

  • Working knowledge and experience of conducting competitive tendering and awarding contracts using the Public Contract Regulations
  • Excellent communication skills, verbal, written and presenting
