Hours: 37.5 hours per week, all MKUH roles will be considered for flexible working

MKUH Estates team are seeking an experienced Compliance Officer to audit in-line with the Premises Assurance Model and conduct internal and external client audits, identifying compliance with statutory compliance to relevant Health Technical Memoranda, legislation, regulations and best practice for all Estates maintenance activities, advising where improvements are required, and supporting the department achieve those aims.  

The role includes management of Health & Safety systems including the creation and review of Health & Safety and COSHH risk assessments for maintenance activities.  The individual will be capable of creating policies and procedures, and service level agreements for new and refurbished buildings.

Main duties of the job

  •         To advise and oversee Trust matters relating to compliance of specialist Estates services in relation to the Estate.
  •         Provide specialist advice to the Estates Manager and will arrange best economic deployment of resources within the Facilities Department to ensure the department delivers a safe and compliant Estates Service to the Trust.
  •               To act as lead person on Works computerised system to ensure programs of PPM and statutory maintenance is carried out as required by legislation and HTM guidance.
  •                Delegated budget holder for technical services.
  •                To manage highly technical specialist projects/systems of work regarding Estates.
  •               To produce and manage highly technical projects within day to day and Capital schemes.     
  •            To be the appointed specialist Responsible Person for Estates Compliance for Mechanical, Electrical & Building services are required.

Qualifications and knowledge

Essential criteria
  • Degree in Building Services or equivalent significant acquired knowledge.
  • Significant experience of working within a large Estate
  • Specialist - City & Guilds Accreditation for Estates H&S, Fire & HTM
  • Certificate in Management Studies or equivalent experience
  • General knowledge of Facilities Services and building services at degree level.
Desirable criteria
  • Chartered Institute such as ACIBSE, CIHE or equivalent experience.

Experience

Essential criteria
  • Significant in depth knowledge of applied H&S within Estates Maintenance across a multi-disciplinary organisation
  • Significant management experience of Technical staff and services

Skills

Essential criteria
  • To be able to multi-task and deal with complex situations of a technical nature across a broad spectrum of plant and equipment
  • Resilience to pressure, when achieving task deadlines under difficult or distressing situations of a complex and technical nature.
  • To represent the Trust at external meetings and work groups.
  • To empathise with customers problems and seek acceptable solutions.

Personal and people development

Essential criteria
  • To continue CPD annually
  • To attend C&G accredited HTM courses a required to fulfill the role including regular refresher courses.
  • To assist other members of Estates with their CPD imparting specialist knowledge through training workshops and 1 to 1 training sessions.

Communication

Essential criteria
  • Able to exchange specialist information across a broad spectrum of staff and outside 3rd party contractors and statutory agencies, specialists and non-specialist staff.
  • Negotiate with suppliers and other agencies in the pursuance of the role.
