Fixed Term/Secondment with possible extension until March 2025. All MKUH roles will be considered for flexible working

The MKUH Pathology services are part of the South 4 (S4) Pathology Partnership network, who are undertaking a LIMS project for the standardisation the pathology IT system across the S4 network, the project is in its testing phase and we are seeking a Project manager to support this project to its implementation by March 2025.

Main duties of the job

MKUH is part of the South 4 Pathology Partnership and works in close collaboration with Oxford University Hospitals, Buckinghamshire Healthcare, and Great Western Hospitals for the provision and optimisation of pathology services across the region. In 2019, the Partnership agreed a strategy for development in which the implementation of an integrated laboratory information management system (LIMS) was identified as a priority in line with the NHSE vision for networked pathology services. 

This flagship project is a key driver of digital transformation, efficiency, and operational consistency across the four trusts.  The successful design, testing and implementation of the LIMS is critical to delivering high quality coordinated patient care and to the creation of a common platform which supports future innovation.

The project commenced in 2021, and following completion of system design and testing is due to go live across all four sites between October 2024 and March 2025.

Detailed job description and main responsibilities

Project management

·           Acting as the main point of contact between the trust and South 4 LIMS Programme Management team, work within the South 4 LIMS project governance framework to lead and manage all aspects of project delivery for Milton Keynes, including remaining data migration and integration tasks, testing, training, and go live planning and execution.

·          Contribute to the creation or development of any project management documentation including project plan, change management plan, quality management plan, communications management plan, testing plan and training plan in alignment with the other South 4 Trusts, Project Delivery Group and South 4 LIMS Project Board.

Change Management

·          Act as a champion for change and innovation with all key stakeholders and system users, demonstrating a sound understanding of barriers to change and working positively with individuals and staff groups to facilitate and support change.

·          Ensure internal policies and procedures at MK are updated to meet new process requirements as necessary.

Governance and reporting

·          Transfer expertise and knowledge as appropriate, including delivering briefings and highlight reports on project progress and risks to senior MK stakeholders.

·          Act as the main contact for engagement for the project, providing updates and progress across disciplines and exploring project risks, issues, and the consequences of change management to clinical leads, demonstrating confidence when dealing with contentious issues.

Communication

·          Support and motivate and develop staff within working groups and delivery teams to ensure that they are able to deliver the project positively and proactively.  Regularly assess performance and give feedback as needed, using advanced communication skills when imparting unwelcome news (e.g. where targets have not been met).

·          Build positive relationships with key individuals across all relevant departments in MK and more widely across the South 4 Pathology Partnership, including laboratory and IT services staff, pathology managers, and senior leaders to achieve project objectives.

Finance

·          Work with the finance teams to support individual projects through maintenance and management of budgets.

·           Ensure robust financial reporting mechanisms are established where necessary in line with the Trust’s Standing Financial Instructions (SFI’s).

Freedom to Act

To work autonomously using expert knowledge, experience, and discretion in delivering quality-related services which meet the requirements of ISO 15189 as assessed by UKAS, MHRA, HTA, HSE and CQC.

To work autonomously to interpret national, regional, and local health and social care strategies, policies, and guidance to apply them into local processes and standards of practice.

Qualifications and knowledge

Essential criteria
  • Educated to postgraduate level qualification or equivalent work experience.
  • Training and Experience in programme and project management.
Desirable criteria
  • Registered Prince 2 Project Management Practitioner
  • Master level qualification in leadership and/or management.
  • Knowledge of IT systems.

Experience

Essential criteria
  • Project management experience
  • Experience in facilitating and managing transformational change within and across organisations to deliver healthcare improvement
  • Previous relevant experience of working in the NHS.
  • Experience in managing and monitoring financial resource and delivering. projects within budget.
  • Knowledge of multiple pathology disciplines
  • Knowledge and experience of completing and actioning highlight reports, project implementation plans, project initiation documents, exception reports and risk logs.
Desirable criteria
  • Experience of working within NHS regulatory frameworks
  • Experience in IT implementation at a large scale across pathology services.
