As the Target Operating Model (T.O.M) Director, you will lead the development of the Target Operating Model for the new Hinchingbrooke Hospital site. This role involves working closely with clinical and corporate teams to shape the future of healthcare delivery, ensuring that the new hospital is aligned with the Trust's strategic goals and the broader NHS agenda. Your leadership will be critical in driving the successful transformation of care pathways, workforce models, and operational processes.

Main duties of the job

  • Lead the development of a comprehensive Target Operating Model for the new Hinchingbrooke site, ensuring alignment with clinical models and strategic goals.
  • Collaborate with Trust Executives and system partners to integrate the Target Operating Model with other key programmes, such as EPR.
  • Develop a detailed delivery plan for the Target Operating Model, including a transition plan for operational readiness in the new hospital.
  • Provide leadership in the development of business cases, ensuring that the Target Cost Model supports the realization of benefits.

Detailed job description and main responsibilities

Key Responsibilities:

  • Lead the development and implementation of the Target Operating Model, ensuring alignment with the Trust’s strategic and clinical objectives.
  • Engage with a wide range of stakeholders to ensure seamless integration of the new hospital’s operating model with other Trust initiatives.
  • Provide strategic oversight and direction for the Target Operating Model, including the preparation of business cases and cost models.
  • Collaborate with senior leaders and external partners to drive the successful delivery of the Target Operating Model.

Job Duties:

  • Develop and manage the Target Operating Model delivery plan, including key milestones, dependencies, and risks.
  • Ensure that the Target Operating Model is aligned with NHS sustainability targets and the Trust’s Green Plan.
  • Lead stakeholder engagement efforts, ensuring effective communication and collaboration across all levels of the organisation.
  • Monitor and report on the progress of the Target Operating Model, providing updates to the Programme Board and other senior governance groups.

Qualifications

Essential criteria
  • Educated to masters level in relevant subject or equivalent level of experience of working at a similar level in specialist area
  • Formal Programme Management qualification
Desirable criteria
  • Relevant management training and/or qualifications
  • Professional qualification in a relevant area

Experience

Essential criteria
  • Proven experience in delivering successful major service transformation within / supporting capital programmes
  • Experience at senior operational level of leading an organisation through a large-scale new hospital build or large-scale service remodelling
  • Significant experience of managing multiple costs and budgets throughout project lifecycles
Desirable criteria
  • Experience of delivering successful business cases at OBC and FBC stages for significant and strategic developments
  • Experience of developing successful business cases to enable service transformation to time, quality, and budget
