Main duties of the job

In this role you will…

Initiate, design and successfully deliver improvement/transformation projects/programmes

Support senior leaders to develop ambitious transformation plans.

Identify and provide effective and appropriate improvement support needed from the team, this could range from:

  1. Undertake complex problem-solving analysis
  2. Creative workshop facilitation
  3. Coach others in continuous improvement techniques and tools
  4. Provide more intensive support for a period of time to help achieve an output/outcome

Champion innovation, leveraging digital technologies and sharing best practices.

Assist in the leadership in the Improvement and Transformation team – line management for a team of colleagues, leading on areas to improve the running of the department, sharing knowledge, skills and experience to support individual team development.

Detailed job description and main responsibilities

Provide senior leadership and experience in the identification of improvement and transformation opportunities, leading and supporting the successful delivery of initiatives, projects and programmes across clinical and non-clinical functions.  

Support senior leaders to develop ambitious transformation plans which drive improvement and innovation, maximise the use of digital technologies and align to local system priorities and national direction of change.

Represent and participate in forums and projects on system transformation plans, encouraging and identifying collaborative improvement opportunities.  

Identify, assign and provide effective and appropriate improvement support from the team, ranging from:

  1. Complex problem-solving analysis, using excellent analytical skills  
  2. Facilitating workshops to support teams to think creatively to design improvements, plan delivery, lessons learnt etc.
  3. Coaching others in leading continuous improvement efforts (including improvement tools and techniques)
  4. Providing intensive support for a period of time to help achieve an output/outcome  

To ensure the Trust’s continuous improvement (Think QI) methodology is consistently used across all improvement initiatives, projects and programmes. 

To lead and advise on the use improvement tools and techniques (lean, six sigma, theory of constraints) alongside the use of different delivery methodologies (agile, waterfall etc). Ensuring that these are used throughout the team’s work.

To develop and work on long term strategic plans and initiatives that will support building the Trust’s capability for continuous improvement, including providing service improvement/project consultancy, training, coaching and supporting Trust service managers

Lead programmes of transformation across specified services/areas, to deliver demonstrable improvements in patient care, outcomes, efficiency and performance and to respond to new strategic care pathway developments and commissioning requirements.

To lead the creation of improvement/transformation blueprints, gap analysis, planning of change programmes and allocation of resources required across all projects.

To ensure that there is appropriate and robust governance arrangements in place across areas of responsibility, with effective processes to identify and track benefits, track progress against milestones, risks and issues and interdependencies are identified and managed appropriately.

To develop effective stakeholder engagement plans, ensuring co-production partnership working is in place across improvement work from the outset.

To develop and deliver effective update/reporting mechanisms, appropriate to the scale of improvement and transformation team involvement.  This includes updates to senior forums and boards.

To provide senior leadership on complex, high profile projects as required in the form of consultancy and coaching to service project leads.

Provide senior leadership in the Improvement and Transformation team – leading on areas to improve the running of the department, sharing knowledge, skills and experience to support individual team development.

To provide direction and supervision to Improvement and Transformation colleagues.   

Team and individual coaching and QI training will be a regular part of this role with the post holder expected to in large groups or coach on a 1-2-1 basis. 

KNOWLEDGE, SKILLS AND ABILITIES 
 
1.    Communication and relationship 

Ability to provide and receive complex and sensitive information.

Ability to relay information either verbally, written or in the form of presentations up to board level and to external parties.

Well-developed interpersonal skills and the ability to foster good working relationships with all levels of people, in particular with patients, and service users groups, staff and external partners.

Manages highly complex, sensitive and contentious information, taking appropriate action and escalating as required.

Effective leadership style and qualities which empowers colleagues and builds cohesive teams committed to achieving common goals. 

2.    Knowledge, Training and Experience 

Has significant experience in a middle/senior management role within a complex operational environment

Has experience of managing large and complex programmes involving several organisations and a wide range of stakeholders.

Has knowledge and extensive experience of using service improvement methodologies, tools and techniques – including complex data analysis to understand root cause of an issue.

Has experience of complex redesign across services/organisations involving change and organisational management of several services and professional groups.

Has experience of change management and managing the human dimension of change 
 
KEY DUTIES AND RESPONSIBILITIES 

1.    Leadership 

Direct and support the leadership of specific strategically aligned programmes/projects. 

Lead and motivate programme/project teams providing practical consultancy and training across stakeholder groups, as needed to facilitate delivery.

Promote a positive organisational culture relating to service improvement, which promotes innovation, high quality and performance and involves a high degree of participation and ownership by staff.

Ensure effective communication channels are established to keep CCS staff informed of the service improvement activities, in order to enable them to fulfil the roles required of them.

2.    People Management

Ensure the effective use and deployment of Service Redesign team and corporate team resource, across all project work streams/subprojects.

Day to day line management of direct reports. 

Facilitate and ensure the ongoing application and ownership of HR policies and procedures.

Participate in regular personal supervision and personal development reviews and identify individual training requirements.

Provide training relevant to own discipline to all business units involved in project implementation phase. 

3.    Finance and Performance

Manage allocated budgets.

Ensure that programme benefits are realised, project deliverables/products meet the required quality standards and all key performance indicators are maintained as part of the change and transition management

Ensure that targets set for finance and performance are reached and are sustainable 

4.    Clinical and Practice Governance

Ensure that all service transformation activities are delivered to agreed standards within clinical and operational governance frameworks. Translate and incorporate national guidance and standards into project outcomes.

Actively engage with colleagues to ensure that good evidence based practice and research and development activity is used to inform all service transformation activity.

Initiate, develop and undertake audits using research methodology to evaluate the success of improving new services/transformation activities.

Responsible for ensuring colleagues collect evidence of performance, safety and quality indicators (particularly patient experience and outcome), and that this evidence is collated in a systematic and robust way.

Essential criteria
  • Educated to Master’s Degree level or able to demonstrate management experience to this level.
  • Improvement methodology qualification (e.g.Lean, Six Sigma) accredited or evidence of internal training equivalent to qualification
  • Programme/project management qualification (e.g. PRINCE 2, Agile, MSP)
Desirable criteria
  • Recognised leadership training or qualification.
  • Recognised change management qualification or training

Experience

Essential criteria
  • Experience of successfully delivering large scale and complex programmes in either the private or public sector.
  • Experience of partnership working across organisational boundaries ensuring involvement of key stakeholders.
