THIS POST IS FIXED TERM UNTIL  31ST MARCH 2025 DUE TO FUNDING.

An exciting opportunity has arisen for a skilled Test Team Principal to join the Digital and Health Informatics (D&HI) department at Cardiff and Vale University Health Board.

This role will support the implementation of an electronic Prescribing and Medicines Administration (ePMA) system, providing an opportunity to play a key role in the biggest digital transformation within the UHB to date. The ePMA system will transform the way clinicians prescribe & administer medication, making it safer & more efficient, impacting all staff groups, specialties and services across the UHB, transforming the way they work.

The successful candidate will join the Digital Service Transformation team. Our focus is on software development, integration, and interoperability. We are looking for an organised, enthusiastic and motivated individual, who can work in a rapidly changing and challenging environment.

The role will have a probationary period of on-site working, usually at our base in Woodland House, moving to hybrid working thereafter.

Main duties of the job

The post holder must have a relevant degree or extensive experience of software testing in a highly complex technical environment. The post holder should hold the ISEB intermediate certificate in software testing and be able to demonstrate and maintain a sound knowledge of relevant NHS clinical and business processes.

Demonstrate and maintain knowledge and expertise of test methodologies and relevant industry standards.

 Develop test plans and procedures to ensure that systems are stable, maintainable, meet usability criteria, provide accurate information and meet the required specification.

Demonstrate and maintain knowledge and expertise in test tools e.g. Visual Studio, Team Foundation Server, DevOps Server, etc.
Demonstrate and maintain knowledge of differing systems life cycles e.g. Agile, RUP.

Acquire and maintain a detailed knowledge of the systems to be tested and the business and clinical processes the system is intended to support.
Analyse complex IT, business and clinical processes to produce Test Strategies, Test Plans, Test Cases and Test Scripts that reflect the working practices of the areas where a system is to be deployed.

Represent the interests of the Digital Service Transformation team and technical interests of the UHB on various corporate system user groups. Liaise with suppliers and departments outside D&HI on IT issues.

The ability to speak Welsh is desirable for this post; English and/or Welsh speakers are equally welcome to apply.

Experience

Essential criteria
  • IT experience, managing all aspects of the systems development life-cycle.
  • Management within a large complex organisation, of in-house software or API development Systems with responsibility for day to day management of staff involved in systems design, build and testing.
  • Analysis and logical design of systems specifications and their associated data structures using formal methods.
  • Lead in physical design and development of a wide variety of small stand-alone and large multi-user systems using client server and web based methodologies.
  • Management of projects using agile methods.
Desirable criteria
  • Experience of NHS systems development, specifically patient centric systems used for Patient and Clinical management.
  • In depth knowledge of hospital processes related to IT systems.
  • Comprehensive knowledge of data models within an NHS Health Board.
  • Aided in the research and development of a large unique information management system, preferably within an NHS environment.

Skills

Essential criteria
  • Systems /API development preferably in .NET and HL7.
  • Provide support to staff regarding IT development issues.
Desirable criteria
  • Database Administration – Oracle, SQL Server, No-SQL.
  • Knowledge of Spark and Hadoop.
  • Design using Oracle Designer and IBM Rational Rose.
  • Knowledge of multi-user operating systems e.g. UNIX, Windows, Linux.
