Job overview

An exciting opportunity has arisen within Health Technology Wales for a Fixed Term Band 7 Project Manager. This is anticipated to be for up to a twelve-month period, (*covering Maternity leave). We are looking for a dynamic and driven individual who is currently working at either an AFC Band 6 level, or a current AFC Band 7 who is seeking a new challenge, to lead the development of medical technology guidance. This will involve managing projects on a day to day basis, supporting the key stages of review development and liaising with relevant stakeholder groups. The Project Manager will lead the assignment of research and development of evidence; the assessment and appraisal process; and the publication of the recommendations. They will also be required to provide project and organisational support to the running of HTW and the HTW Director. They will need to be highly organised to be able to plan the workload efficiently of the team, ensuring workflow is scheduled effectively so that deadlines are met.

Main duties of the job

The post is challenging but will give an excellent opportunity for career and personal development.The successful applicant will need to establish relationships and credibility with a wide range of stakeholders.  They will need excellent communication and interpersonal skills.As well as playing a role in shaping a developing organisation, the Project Manager will lead the assignment of research and development of evidence; the assessment and appraisal process; and the publication of the recommendations. They will also be required to provide project and organisational support to the running of HTW and the HTW Director.  They should possess excellent analytical and judgement skills to deal with a variety of issues and identify solutions to problems, and be able to present often highly complex information in an accessible manner.An understanding of Health Technology Assessment would be beneficial for this position. This full-time post is fixed Term to cover maternity leave for up to 12 months,  however there may be potential for this to be extended subject to funding. Part time working arrangements may also be considered.

Qualifications & Knowledge

Essential criteria
  • Educated to degree level or equivalent.
  • Specialist project knowledge to post graduate level or equivalent experience (Prince II Practitioner or relevant experience)
  • Evidence of further development –educated to masters level or equivalent of working at a senior level in a specialist area
Desirable criteria
  • Formal programme management qualification (MSP or equivalent)

Experience

Essential criteria
  • Previous experience of planning and managing projects with successful delivery within time and cost
  • Knowledge of national NHS wide guidance and directives for the delivery of health services
  • Demonstrable success in building,leading, motivating, managing and developing project teams
  • Proven track record of successfully introducing service improvement and management of significant organisational change in a complex environment
  • Specific domain / theoretical / practical knowledge of organisations, processes, policy knowledge relevant to the programme
  • Knowledge of techniques for planning, monitoring and controlling projects, e.g. PRINCE2
  • Thorough understanding of full project lifecycle
  • Knowledge of budgeting and resource allocation procedures.
