An opportunity has arisen for a Research & Innovation Development Clinical Lead to join the National Strategic Clinical Network for Cancer, which is part of the NHS Wales Executive, hosted by Public Health Wales. The National Strategic Clinical Network for Cancer brings together medical, clinical and project professionals in a supportive and dynamic team. Our programmes are driven by clinical knowledge, patient experience, research and through embracing new technologies and developments in cancer care. 

This is an exciting opportunity for a clinical lead who sees the value of cancer research to be an important component of improving cancer outcomes and a key component of a Learning Healthcare System. We are seeking a Research & Innovation Development Clinical Lead to join the existing team, to work collaboratively providing specialist knowledge and leadership, supporting an All-Wales approach. This role comprises one clinical session per week, although we are exploring if we can combine with other national opportunities to increase this. The successful candidate would need to be working at a consultant level (medical or other), to take on this challenging clinical leadership, providing strategic direction and expertise for the Research & Innovation Programme and Cancer Sites, e.g. lung, breast, GI etc, Service Groups (SACT), Radiotherapy, Surgery etc and National Optimal Pathway Teams, within the Strategic Cancer Clinical Network.

Main duties of the job

As Clinical Lead for Research and Innovation within the National Strategic Clinical Network for cancer the post holder will both work in partnership to develop and deliver the aims and objectives of the network, focussing on identifying, supporting the development of and embedding the research and innovation into the national optimum pathways for cancer and across cancer services.

·         Support the Network Clinical Lead and Network Manager with research and innovation aspects and opportunities within the network work programme.

·         Work with colleagues, both clinical and managerial, to support and foster the integration of research and innovation into the core business of cancer services in Wales.

·         Provide clinical leadership within the network for the workplan of the research and innovation team.

·         Provide leadership and work with colleagues to drive improvement in clinical research within services in the scope of the network.

·         Influence the planning of sustainable services in line with the expectations set out in the National Clinical Framework.

·         Contribute strategically to improving the quality and value of healthcare services through research and innovation.

·         Lead, support, and promote the dissemination and implementation of best practice and standards across Wales.

Detailed job description and main responsibilities

·           Within the new NHS Wales Executive (the Executive), newly configured National Strategic Clinical Networks are a key component of the National Clinical Framework (NCF) model. National Strategic Clinical Networks perform the central role of the ‘knowledge-to-practice’ element in the Learning Health and Care System laid out in the National Clinical Framework. Their position within the Executive enables them to play a role in fulfilling the expectations set out in the Executive’s Mandate and Remit Letter.

·           National Strategic Clinical Networks replace both the former national clinical networks and major conditions implementation groups that transitioned into the Executive. They also cover some areas that have never benefited from networks or implementation groups.

·           This model of delivery for clinical services is one of the most important facets of health service delivery and by bringing clinical communities together, it has been shown that it is possible to develop national consensus on the transformation of specific services. By working in this way, important challenges are identified, the best solutions are developed and the whole system, local and national, pulls in the same direction and shares in the benefits. This approach results in large scale, strategic changes rather than isolated reforms that fail to spread and lead to ever greater unwarranted variation in care.

·           Research and Innovation drive continuous service improvement and increasingly UK and Welsh strategies recognise this and set out the issues, recommendations and actions required to improve outcomes for patients through clinical trials and innovation approaches. This requires clinical leadership to realise the opportunities for cancer and to embed across the NHS in Wales.

·           The Research and Innovation  Clinical Lead for the Cancer Network  will need to be credible, supporting the National Clinical lead for cancer in the research and innovation aspects of a complex range of issues across professions and sectors. They will need to demonstrate they have experience of leading system and organisational/service change and knowledge of the complex landscape of NHS research or innovation. Working in close partnership with a managerial lead they will need to communicate clearly and effectively with a diverse range of stakeholders ranging from very senior government officials, NHS Wales leadership community, NHS staff and wider stakeholders including third sector organisations, industry and academia.

Qualifications and Knowledge

Essential criteria
  • Full appropriate professional registration.
  • An in-depth knowledge and understanding of appropriate national guidance and best practice.
  • Good understanding of the principles of clinical governance.
  • High level of understanding of Value Based Health/Prudent Healthcare principles.
  • Comprehensive understanding of research, the NHS and the wider health and care system including associated responsibilities to the public and patients.
Desirable criteria
  • Post graduate research qualification.

Experience

Essential criteria
  • Currently working as a senior clinician in a discipline relevant to the scope of the network.
  • Demonstrable experience of leading a service and effecting change.
  • Ability to chair high level, multi-professional, multi-sector meetings.
  • Clinical Research experience.
Desirable criteria
  • Leading and delivering significant clinical changes across organisations or sectors.
  • Working with key stakeholders e.g., NHS Wales, Welsh and other UK Governments, 3rd sector, industry, academia.
  • Comprehensive understanding of the UK research pathway and funding.
  • Experience of co-creating and implementing strategies to build capacity and capability for the delivery of health and care research.
  • Experience in the design and leadership of health or care research in the UK.
  • Presenting at national and international conferences.
  • Experience as a clinical tutor or lecturer at post-graduate level.
  • Supervisory experience of clinical research in the NHS.
