Qualifications and Knowledge

Essential criteria

Masters level qualification within relevant field, or equivalent qualification or equivalent level of knowledge and skills or demonstrable experience
Leadership or project/programme Management qualification or experience
Extensive specialist knowledge over a range of disciplines. E.g., NHS planning, performance management, programme management, business planning, clinical services, information systems, research & development, finance and HR services
Understanding of Welsh Government and organisations principles and standards of governance, policies, strategies, and plans
Evidence of and a demonstrated commitment to continued professional development

Experience

Essential criteria

Proven experience in working at national level with peers within NHS Wales and senior Government officials across different disciplines
Extensive experience of strategic and system planning at a senior level.
Proven track record of successfully developing strategy, introducing service improvement or successful management of significant organisational change in a complex environment
Demonstrate experience of building, maintaining and utilising successful relationships with all staff including senior management and clinicians within complex organisations. To influence at all levels and be a highly strategic thinker.
Evidence of successfully leading strategy development/organisational change in developing new models of healthcare delivery.

Essential criteria

Ability to analyse and interpret complex performance information, as well as legislation, national guidance, and present to stakeholders appropriately to influence large groups for planning, review and improvement opportunities
Excellent interpersonal, written and verbal communication skills, demonstrating the ability to share vision and generate ownership in others in a manner which is clear, fluent and persuasive.
Proven ability to achieve targets and objectives within a demanding and pressured environment against challenging deadlines, demonstrating excellent organisational and time management skills to meet competing priorities.
Able to take 'tough' decisions and calculated risks, demonstrating sound judgement and adopt a solution focussed approach to planning
Able to demonstrate sound financial management skills and understand business centred approach to healthcare provision.
Self-motivated with the ability to work on own initiative as well as committed to empowering team members to work effectively
Enthusiastic, politically astute, proactive, resilient, reliable working at a high level of personal integrity

The salary scale above has been agreed as part of the NHS Agenda for Change pay award for 2024/2025 and will be implemented in November 2024 backdated to 1st April 2024 where applicable.

The salary scale shown is for a full-time member of staff, with the amount being adjusted pro rata for those working less than 37.5 hours per week.

In general, anyone joining our Trust who has not previously worked in the NHS will, by default, start on the first point of the advertised pay band. Pay progression will then be determined by annual Performance and Development Reviews in accordance with the NHS Wales Pay Progression Policy. An application for Incremental Credit may be considered, but can only be awarded based on evidenced, reckonable service and/or equivalent, relevant experience.
