| NHS Wales Shared Services Partnership is a shared services organisation like no other. We provide a broad range of support services to organisations across the NHS in Wales . In recent years, we have grown our portfolio of services, as set out in our 2024-2027 Integrated Medium-Term Plan. We are now an organisation employing more than 5,000 staff with a budget of over £600M. The Head of Emergency Preparedness, Response and Resilience is an exciting new role with responsibility for shaping, implementing and delivering an emergency response and resilience strategy for the organisation, designed to underpin delivery our IMTP. We require an expert in emergency planning to join our team and act as the main point of contact for business continuity planning and to take the lead on incident response. Reporting to the Director of Planning, Performance and Informatics, you will have the autonomy to work closely with our Directors. You will provide assurance that arrangements are fit for purpose both in and out of standard working hours, and enable delivery of the NWSSP’s key business objectives. You will work collaboratively across the organisation, with colleagues within NHS Wales, and where relevant other public authorities including the Welsh Government. You will frequently be required to represent NWSSP at national level meetings. |

• To act as an expert resource and the point of contact for Strategic Business Continuity, Civil Contingencies and Emergency Planning management across NHS Wales Shared Services Partnership. The ability to speak Welsh is desirable for this post; Welsh and/or English speakers are equally welcome to apply.

Qualifications
Essential criteria
- Educated to Master’s degree Level or equivalent relevant experience and knowledge in the field of EPRR or Business Continuity; including business impact assessment, business continuity planning and incident management.
Desirable criteria
- Significant experience and in depth knowledge across a range of disciplines including risk management, financial and staff management, information systems and performance management.
Knowledge
Essential criteria
- Demonstrable understanding of the Civil Contingencies Act (2004) and other relevant emergency preparation legislation and guidance.
- Experience of planning and implementing long-term strategy
- Evidence of continual professional development in the field of business continuity planning and emergency preparedness arrangements.
Desirable criteria
- Knowledge of the current NHS Planning Framework, the role of NWSSP and relationship with other partner organisations and key stakeholders during an emergency.
Qualifications
Essential criteria
- Proven track record of successfully developing strategic and operational plans which have been successfully implemented in a complex, partnership environment.
Desirable criteria
- Attended an accredited course in the Strategic (Gold) management of major incidents, and certified competent in that role, e.g. Welsh Gold, (Masters level 6)
- Diploma in Health Emergency Preparedness Resilience and Response.
Experience
Essential criteria
- Proven track record of successfully developing strategic and operational plans which have been successfully implemented in a complex, partnership environment.
- Extensive experience, working at a senior level in a large complex organisation.
- Demonstrable understanding of healthcare emergency planning and the Civil Contingency Act 2004 requirements including planning process and key national health related issues.
Skills
Essential criteria
- Fully conversant with national command, control and co-ordination requirements including competence to fulfil the necessary roles of a Strategic Leader
- Proven ability to achieve targets and objectives within a demanding and pressured environment against challenging deadlines.
