Job overview

The Financial Planning & Delivery Directorate (“the Directorate”) was established to provide professional support to Welsh Government to respond and deliver on the financial challenges facing NHS Wales. The Directorate operates across Wales and in support of all NHS Wales organisations as required. This includes:

·         Monitoring and managing financial risk in NHS Wales, responding at pace where organisations are demonstrating signs of financial concern.

·         Support the robust development and delivery of in-year and medium term financial and resource plans.

·         Driving forward the efficiency agenda for NHS Wales, working with NHS Wales organisations to ensure maximum return from efficiency opportunities.

·         Developing a Centre of Excellence for Financial Information and Intelligence, reflecting costing, benchmarking, resource allocation, and utilisation, to assist in driving improvements on both technical and allocative efficiency across NHS Wales.

·         Lead research and identifying best practice in financial management and rapid adoption of proven practice and evidence in a consistent and comprehensive way across Wales. Including best practice approaches, methodology, deployment and embedding.

             •       Support the development of Value Based Healthcare within                                 NHS Wales as required.

Main duties of the job

This role is at the heart of the Directorate and, in partnership with the Head of Data Science, works to create a recognised centre of excellence for financial analysis and data science.  Where, in lay terms, the Data Science Team will extract and connect data into usable products, which the Financial Analysis Team will then utilise to support all of the routine and ad hoc information needs of the Directorate.

You will be a qualified accountant looking to take on a management role within financial analytics and enthusiastic about making a difference through the practical use of data and high quality analysis. You will have demonstrable experience of providing high quality outputs and products for a range of different stakeholders and will be adept at managing a work programme, including allocating work and managing deadlines. Detailed job description and main responsibilities

Your responsibilities will include:

  • Delivering analyses that are a core foundation to the work of the Directorate, through consolidating and analysing data that includes monthly monitoring returns, annual financial plans and integrated medium-term plans.
  • On an ad hoc basis supporting our internal and external stakeholders in connecting financial analysis with other data that supports strategic and operational monitoring, planning and decision making. 
  • This will include supporting the ongoing maintenance and development of an all Wales repository for analytical products which contains highly complex financial, performance and benchmarking data.
  • The postholder will direct and lead this work through a small team of business analysts, and act as a subject matter expert in relation to the use and interpretation of data within the FP&D Directorate.
  • Provide leadership and expertise in these topics that then supports the education and development of others, including presenting complex data in an accessible way, to ensure that outputs are sufficiently understood and appropriately used.
  • As part of the Senior Team, the post holder will be required to contribute to the development, management and success of the Directorate as a whole.

  • • Demonstrable experience of triangulating financial data with other sources including workforce and activity
  • • Demonstrable experience of leading the implementation of successful process changes
  • • Experience of operating as a lead specialist in development and production of products or outputs
  • • Substantial experience of working with diverse senior professional and managerial groups across a range of organisations and professional disciplines
  • • Experience of developing and implementing evidence related projects
  • • Proven ability to build relationships with stakeholders to understand and deliver service requirements
