Job overview

An exciting opportunity has arisen within the Strategic Programme for Planned Care (SPPC) to support the development & implementation of the Planned Care Recovery Programme working with Clinical implementation Networks (CINs) to progress & deliver on key workstreams within the national programme.

We are seeking an experienced manager to lead a broad remit of programmes & workstreams with national strategic impact. The post provide an opportunity to make a significant impact on the outcomes & experience of planned care patients in Wales. The successful candidate will have experience of building relationships liaising with a range of stakeholders,  possess a keen eye for detail, a history of supporting teams & delivering projects with high quality outcomes. Project management or service management experience preferably within the NHS & a history of leading service improvement initiatives through to implementation.

The role is focused on supporting & enabling the change required to meet the objectives of the SPPC, support CINs develop national guidance & standards, alongside programmes & CINs the SPPC, work with health boards to deliver more efficient & productive planned care pathways by identifying & implementing changes to improve care & patient outcomes, whilst delivering efficiencies & improved timeliness for care across pathways.

 

 

Main duties of the job

The Programme and Business Change Manager will be part of an All Wales approach to service and pathway improvement for Planned Care services across a number of services.

Aligned with the Strategic Programme for Planned Care, the post holder will be responsible for the day-to-day management of key improvement projects within the Programmes of work across the SPPC portfolio, which will deliver quality and performance improvement in planned care cancer and diagnostic pathways across Wales.

  Informed by key strategic and policy drivers such as ‘Our programme for transforming and modernising planned care in Wales and reducing waiting lists’ and NHS England’s Getting it Right First Time (GIRFT) guidance, the post holder will develop and showcase skills in managing change, reducing variation and delivering exciting improvements across Wales.

Detailed job description and main responsibilities

Ensure highly effective communication mechanisms and processes are in place to negotiate and consult with Executive Directors and senior clinicians in all settings to achieve demonstrable and measurable service change and redesign.

Provide leadership in planning, setting timescales, managing project milestones and overall successful project open to completion for specific projects within own portfolio.

Lead and develop complex projects from start up to close including developing and managing the implementation of the project to include initiation documents, driver diagrams, measures and operational definitions.

Able to undertake complex presentations to a range of stakeholders on the scope, content and timescales associated with projects within own portfolio to Health Boards, Welsh Government, Stakeholder groups.

Create, monitor and review all project factors including finance, staffing requirements, project resources, and project risk ensuring appropriate project governance is in place.

Responsible for creating and maintaining the project planning, including project reporting, monthly highlight reports, updating the risk logs and producing exception reports for the Planned Care Strategic & Operational Group and Planned Care Board 

Manage delivery of individual projects against agreed milestones, budget and timelines with demonstration of success and outcome measures  

Support and lead the development of business cases; co-ordinating business requirements; business process mapping and support and/or manage the process of technical design, build, testing & assurance within agreed parameters of cost, timescales and quality.

Review highly complex statistical, usage or deployment data and analyses the data accordingly. Identify strategic or operational requirements from the analysis and take the appropriate action. Ensure that all opportunities are identified for data to provide guidance or decision making.

Qualifications and Knowledge

Essential criteria
  • Relevant Masters degree or equivalent qualification or equivalent demonstrable level of experience, knowledge and skills
  • Evidence of continuous personal development
  • Management qualification or equivalent experience
  • Excellent specialist experience in delivering large scale change projects.
  • Knowledge of RTT or Diagnostic waiting times and performance measures
  • Knowledge of hospital-based operational planned care services
  • Knowledge of programme management methodology
Desirable criteria
  • Formal project management qualification

Experience

Essential criteria
  • Experience of improvement projects with operational and clinical teams
  • Experience and specialist knowledge of NHS Wales and the environments in which Health Boards undertake activity and planning processes.
  • Experience of managing projects involving clinicians and a history of successful engagement with clinical leaders
  • Experience of leading and implementing change within a service

Skills and Attributes

Essential criteria
  • Experience of working within a PMO function
  • Experience of establishing new services
  • Experience of working operationally within or in association with a service delivering diagnostic or treatment services for Cancer or RTT patients
  • Able to write and present complex information to a range of stakeholders.
  • Excellent organisational skills
  • Evidence of effective team working with multiple multidisciplinary teams
  • Ability to demonstrate understanding and application of our workplace values, together with the underpinning behaviours identified for success in this role.
Desirable criteria
  • Welsh Language Skills are desirable at levels 1 e.g. introduce yourself, greet someone in person, answer the phone with a Welsh scripted greeting.
