Job overview

A vacancy has arisen for an enthusiastic individual to join the Estates/Capital Design Team as a full-time Architectural Projects Officer. The post holder will undertake the day to day duties of Lead Designer and Project Manager in various Capital Projects. Duties will commence from the feasibility stage through to the detailed design, and the final account stage to post project evaluation.  Applicants should have a proactive approach to problem solving.

The successful applicant must be able to build good working relationships with all internal and external stakeholders at all levels and have advanced experience of working as part of a multi-disciplinary team.  

They will be qualified to Degree level or equivalent and have significant post qualification experience.  Organisational skills are essential, together with the ability to self-motivate and prioritise.  They must possess a commitment to deliver a high quality and best practice service.  Previous experience of working in a healthcare environment is desirable and a flexible approach to the needs of the service is essential.

Main duties of the job

The post holder’s duties will include:

  • Co-ordination of a team of construction professionals in the delivery of Discretionary Capital Projects.
  • Produce detailed design, specification and contract documentation for building projects in respect of all Discretionary Capital developments together with technical advice required by the Discretionary Capital Projects Manager or Director of Estates, Facilities and Capital Management.
  • Carry out project management and co-ordinate both the new building and refurbishment projects within the Health Board’s Discretionary Capital Programme for appointed Design Teams

Highly specialised and tertiary services commissioned by the Welsh Health Specialised Services Committee, a joint committee representing seven health boards across Wales.

Qualifications and Knowledge

Essential criteria
  • Degree/Higher National Diploma in a construction related activity
  • Understanding of Building and Contract Management.
  • Attend short courses on Equality Act, Planner supervisor role, Contract Design Management, Joint Contract Tribunals
Desirable criteria
  • Corporate Member of Professional Institute.
  • Knowledge of software packages – NBS, ADB etc
  • Sound technical construction knowledge
  • Understands JCT Contract
  • Understands Building and Planning Legislation.
  • Understanding of spreadsheets, database management

Experience

Essential criteria
  • Significant post qualification experience
Desirable criteria
  • An understanding of the management of NHS Capital Projects.
  • Previous Healthcare or similar public sector experience.
  • Understanding of NHS Design Guides and how to use them.
