Job overview
To be responsible for providing and maintaining a safe healthcare environment for patients, staff and visitors at the relevant locality, and for the Maintenance of all Building and essential Engineering infrastructure systems (e.g. heating, electricity, medical gases, etc) to support clinical services in the locality.

Main duties of the job
Responsible for all staffing issues within the Operational Maintenance teams at the locality.
Manage the day to day workload independently, and to work on own initiative, using personal judgement to prioritise and organise work in order to meet required deadlines.
Responsible to the Head of Maintenance and Engineering for the Locality Maintenance and Utilities operational budget.
The ability to speak Welsh is desirable for this post; English and/or Welsh speakers are equally welcome to apply.

Hywel Dda University Health Board is the planner and provider of NHS healthcare services for people in Carmarthenshire, Ceredigion, Pembrokeshire and its bordering counties. Our 12,000 members of staff provide primary, community, in-hospital, mental health and learning disabilities services to almost 400,000 people across a quarter of the landmass of Wales. We do this in partnership with our three local authorities and public, private and third sector colleagues, including our volunteers, through:
Four main hospitals: Bronglais General in Aberystwyth, Glangwili General in Carmarthen, Prince Philip in Llanelli and Withybush General in Haverfordwest.

48 General Practices (GP surgeries), 49 Dental Practices, 98 Community Pharmacies (chemists), 44 General Ophthalmic Practices (including eye health and low vision services), 38 sites providing mental health and learning disability services, care within your own homes.
Highly specialised and tertiary services commissioned by the Welsh Health Specialised Services Committee, a joint committee representing seven health boards across Wales.

Qualifications and Knowledge
Essential criteria
- Demonstration of relevant engineering, construction and/or engineering training/building services training and education to degree level, or the ability to demonstrate an equivalent level of knowledge, skills and experience.
- Appropriate Masters level qualification or equivalent experience in Engineering based discipline supported by robust evidence of operational engineering expertise gained by experience of maintenance management.
- Relevant senior level management experience in engineering/building disciplines, e.g. HV, LV, Legionella, Pressure Systems etc
Desirable criteria
- Degree in related discipline
- Professionally qualified within an appropriate body
- CPD, incorporated status
- Chartered Status.
Experience
Essential criteria
- Experience of managing engineering systems within major organisation.
- Experience in the role of Authorised Person on a NHS Site
- Experience in managing staff and non-pay budgets in an operational estates environment
- Able to manage a range of operational staff from a broad range of skilled and semi-skilled backgrounds
- Ability to manage change, service activity and development within an organisation
- Ability to manage delegated budgets, expenditure and cost control.
- Specify, negotiate, manage and monitor multi-service contracts and service level agreements relevant to the locality hard FM operational service.
- Evaluation and appraisal of procedures and systems, risk assessments and risk management.
Desirable criteria
- Specialised Hospital experience of Medical Gases/Steam systems etc.
- Experience of planning and implementing long-term strategies within area of expertise.
- Ability to optimise the allocation of resources
