Job overview

We are looking to appoint an enthusiastic individual to join our Performance Team to help drive forward performance improvements across the health board. The Performance Team is a small, supportive, inclusive and friendly team. 

This post is a fantastic opportunity to help make a positive difference for patients, staff and the wider Hywel Dda population. 

The successful candidate will need to be passionate about performance improvement, have proven data skills, a sound understanding of corporate reporting, be comfortable training colleagues, be a good communicator and have an excellent eye for detail. They will also need to be flexible, innovative and collaborative with a clear focus on delivery.

Main duties of the job

There are 3 main areas the post holder will be involved in:

·        Corporate reporting – the successful candidate will be involved in producing performance updates for Board members, executive directors, senior managers, health board staff and the public.

·        Performance improvement - one key programme of work the successful candidate will be involved in is Improving Together, which is a cultural change programme focussed on quality and improvement. 

·        Data and dashboard developments – ensuring staff have access to the right data at the right time is a key enabler for both corporate reporting and performance improvement.

The post holder will need to work with a high degree of autonomy and develop highly collaborative relationships with a wide range of key stakeholders, including the health board’s service leads, executive directors and Welsh Government.

The ability to speak Welsh is desirable for this post; English and/or Welsh speakers are equally welcome to apply.

Working for our organisation

Hywel Dda University Health Board is the planner and provider of NHS healthcare services for people in Carmarthenshire, Ceredigion, Pembrokeshire and its bordering counties. Our 11,000 members of staff provide primary, community, in-hospital, mental health and learning disabilities services for around 384,000 people across a quarter of the landmass of Wales. We do this in partnership with our three local authorities and public, private and third sector colleagues, including our volunteers, through: 

  • Four main hospitals: Bronglais General in Aberystwyth, Glangwili General in Carmarthen, Prince Philip in Llanelli and Withybush General in Haverfordwest;
  • Seven community hospitals: Amman Valley and Llandovery in Carmarthenshire; Tregaron, Aberaeron and Cardigan in Ceredigion; and Tenby and South Pembrokeshire Hospital Health and Social Care Resource Centre in Pembrokeshire;
  • 48 general practices (four of which are managed practices), 47 dental practices (including three orthodontic), 99 community pharmacies, 44 general ophthalmic practices (43 providing Eye Health Examination Wales and 34 low vision services) and 17 domiciliary only providers and 11 health centres;
  • Numerous locations providing mental health and learning disabilities services;
  • Highly specialised and tertiary services commissioned by the Welsh Health Specialised Services Committee, a joint committee representing seven health boards across Wales

Detailed job description and main responsibilities

The purpose of this job is to support the development, implementation and continuous improvement of a robust corporate performance management framework for the Health Board, which is consistent with the Health Board’s Strategic Direction and Operational Plan, and actively promote a culture of excellence. This will include supporting the development and implementation of effective reporting systems at all levels of the organisation in ways that support clear accountability and encourage achievement of all key targets whether externally or internally set.

Qualifications and Knowledge

Essential criteria
  • Educated to degree level, plus additional specialist knowledge acquired through post graduate diploma or equivalent Performance Management experience

Experience

Essential criteria
  • Significant experience in an information/performance management role
  • Experience of performance management frameworks and processes in a large complex organisation
  • Experience of influencing people who were not directly line managed to take action.
Desirable criteria
  • Previous NHS experience
  • Experience of developing performance management systems
  • Experience of developing new performance indicators

Aptitude and Abilities

Essential criteria
  • Advanced IT and analytical skills with high level of experience of using Microsoft office; creating, formatting and manipulating databases and spreadsheets
  • Specialist knowledge of performance management frameworks, processes and improvement tools
  • Highly developed analytical skills to analyse a range of complex performance issues and results which require interpretation and comparison
  • Excellent communication skills including the ability to present performance information both verbally and in writing
  • Ability to influence and negotiate with managers and clinicians in respect of poor performance in a constructive way - to act as a critical friend
  • Able to work independently with minimal direction and supervision, within a set framework / boundaries
  • Able to face varying demands – frequently requiring intense concentration and effort to deliver multiple objectives / conflicting priorities

  • Knowledge of the NHS performance agenda
