As a Programme Manager you will be critical in leading on, and delivering our vision. We are looking for someone  who can lead the implementation and delivery of a wide range of high profile digital transformation programmes and projects across the organisation, in collaboration with colleagues and partners at local and national level. They will manage major initiatives and programmes involving a portfolio of projects undertaken by Digital Services from initial planning stage through to launch and delivery, ensuring the smooth and effective transition from projects into business as usual working closely with and managing our project managers.

Main duties of the job

The Programme Manager is responsible for programme planning , identification of opportunities and savings, rapid improvement in identified areas and delivery of benefits. The post holder will be crucial to the promotion of a continuous improvement culture through the application of the Health Board’s change methodology. 

The post holder will be responsible for programme/project life cycles including the effective scoping, planning, development and benefits realisation of projects to timescale, budget and quality expectations. 
 
The Programme Manager will support the Head of Innovation and Transformation with the management and governance of the rapid improvement element of the transformation agenda and will ensure that reporting of programme progress against milestones and targets is completed to schedule.

The Programme Manager role is expected to act as an ambassador of the Innovation and transformation team to the rest of the organisation, representing a high performing, supportive team who are well versed in the current needs of the organisation and providing solution ideation. 

The Programme Manager will be accountable to the Head of Innovation and Transformation for working in a professional manner and in accordance with the Health Board’s defined methods, governance and reporting. 

The ability to speak Welsh is desirable for this post; English and/or Welsh speakers are equally welcome to apply. 

Working for our organisation

Hywel Dda University Health Board is the planner and provider of NHS healthcare services for people in Carmarthenshire, Ceredigion, Pembrokeshire and its bordering counties. Our 12,000 members of staff provide primary, community, in-hospital, mental health and learning disabilities services to almost 400,000 people across a quarter of the landmass of Wales. We do this in partnership with our three local authorities and public, private and third sector colleagues, including our volunteers, through:

Four main hospitals: Bronglais General in Aberystwyth, Glangwili General in Carmarthen, Prince Philip in Llanelli and Withybush General in Haverfordwest.

Five community hospitals: Amman Valley Hospital and Llandovery Hospital in Carmarthenshire,  Tregaron Hospital in Ceredigion and Tenby and South Pembrokeshire Hospital Health and Social Care Resource Centre in Pembrokeshire.

Two integrated care centres (Aberaeron and Cardigan, Ceredigion).

Community facilities, including:

48 General Practices (GP surgeries), 49 Dental Practices, 98 Community Pharmacies (chemists), 44 General Ophthalmic Practices (including eye health and low vision services), 38 sites providing mental health and learning disability services, care within your own homes

Highly specialised and tertiary services commissioned by the Welsh Health Specialised Services Committee, a joint committee representing seven health boards across Wales.

Detailed job description and main responsibilities

The Programme Manager will provide subject matter expertise as well as the rigour required to deliver complex change in a large organisation in conjunction with the region.  As such the post holder is required to have strong interpersonal skills to work across organisational boundaries. The post holder is expected to be able to present well at high level internal and external board meetings

The purpose of the role is to work with both internal and external partners to shape and deliver digital transformative and innovative strategies that provide user-centric services which enhance their experience of our organisation, be that as patient or a member of staff.

  • Educated to master’s degree level or equivalent experience
  • Evidence of continued professional development
  • Project and/or Programme management office qualification, APMG, PRINCE2, MSP or equivalent experience

  • Experience of management and managing successful projects at a senior level
  • Experience of effective partnership working in the public sector
  • Significant experience of successfully delivering change projects in complex and challenging programme environments
  • Experience of effective stakeholder working with external bodies

  • Experience of working within the NHS
