Job overview

This is an exciting new opportunity to improve the quality in mental health, and learning disability inpatient services and inpatient care for autistic people across Cheshire and Merseyside and Greater Manchester.

The candidate will support systems in planning for and implementing the National Quality Transformation project, including the development and review of a 3 year plan to localise and realign inpatient services in line with the National Inpatient Quality Transformation Programme.

Fixed term: 12 months. 

Main duties of the job

The Post holder is key to the success of the programme of work in Greater Manchester and Cheshire and Merseyside, in transforming inpatient services to improve quality and ensure best use of resource. 

The successful candidate will need to work in collaboration with all stakeholders, support the collation and analysis of data, including on demand, capacity, activity and cost, and use their analytical skills to identify and communicate gaps in current provision, and develop plans to address these.

A key part of the role will be to translate key pieces of national policy and strategy into practice and support services to implement and embed in local practice as appropriate.

The post-holder will need to ensure that all of the work is co-produced and co-delivered and a range of lived experience voices are embedded throughout. Therefore the ability to form strong, supportive and effective working relationships with partners is essential.

Person specification

Qualifications

Essential criteria
  • Educated to degree level with considerable experience of working at a senior level in NHS or Social Care context
  • Educated to masters level or equivalent experience
Desirable criteria
  • A formal qualification in project/programme management

Knowledge and Experience

Essential criteria
  • Extensive knowledge of secondary care mental health, learning disability and autism services/provision in and outside of the NHS
  • Experience of teaching/training/mentoring in the workplace
  • Experience of managing complex and or multiple projects involving multiple partnerships or whole systems.
  • A clear understanding of the background to and aims of current health / social care and appreciation of the implications of this for the mental health and LDA agenda
  • An appreciation of the relationship between the NHSE, Public Health England and individual provider and commissioning organisations
  • Understanding of Five Year Forward View and Long Term Plan priorities for Mental Health, Learning Disability and Autism
  • Demonstrable change management and / or service redesign experience
  • Understanding of the need for meaningful engagement of people with lived experience in the development and redesign of services
Desirable criteria
  • Experience of working at a senior level within health or social care services in either a clinical or management/education/ policy capacity
  • Involvement in previous transformation work involving digital solutions
