All roles in the integrated care board (ICB) share a common purpose and responsibility to meet the four core purposes of integrated care systems (ICS); to improve outcomes in population health and healthcare; to tackle inequalities in outcomes, experience and access; to enhance productivity and value for money and to help the National Health Service (NHS) support broader social and economic development.

The role will support NHS Cornwall and the Isles of Scilly ICB business planning, and commissioning to deliver local health services which are high quality, effective and within appropriate governance frameworks. You will deliver an effective financial service supporting managers and staff across NHS Cornwall and the isles of Scilly ICB.

The role supports the business in driving transformation as well as value for money in planning, commissioning and service and is designed to build a combination of subject matter expertise and technical skills to develop a strong service delivery.

Prif ddyletswyddau'r swydd

To develop & maintain effective working relationships with internal & external stakeholders including including the finance teams in other NHS organisations and the ICB’s service providers 

·       Ensure financial and performance information requirements are successfully met including participation in production of financial plans, monthly finance and activity reporting. Including the provision of strategic financial management advice.

·       Support finance business partners in ensuring that the commissioning of services is undertaken with the highest level of professionalism, to ensure key targets and objectives are delivered which put the interests of patients at the centre of the commissioning process.

·       Be able to work as part of a multi-disciplinary team in supporting the budget-holder, providing financial advice and guidance where necessary.

·       Analyse complex financial trends involving many streams of data and forecasts strategic and operational financial expenditure using a wide range of data (financial and non financial) and assumptions.

·       Identify and monitor the underlying (recurrent) spend across budget areas.

·       Monitor and evaluate risks and issues using a tracking mechanism to enable a proactive resolution and escalation processes.

·       Responsible for month end activites( journals, accruals, budget movements, forecast outturns across service lines, ICB meetings to report positions and respond to issues raised.

  • ·      Strong analytical skills for recognise trends, anomalies, preparing financial analysis, forecasting and performance reviews. ·      Advanced knowledge databases and Mirrosoft office packages including Outlook, Word, Excel, PowerPoint ·      Skills for nurturing key relationships and maintaining networks. ·      Ability to problem solve and respond to sudden unexpected demands. ·      Takes decisions on difficult and contentious issues where there may be a number of courses of action. ·      Develop or create reports and documents to meet specifications of others
