Applications are invited for the post of Programme Manager to lead the emerging digital programme across the ICS.  Significant investment has been made with a large-scale programme planned and this post will play a pivotal role in the setup and delivery of ICS wide and public facing developments.  This post is a fixed term vacancy or secondment opportunity.

Cornwall IT Services manages the full range of ICT shared services on behalf of the Cornwall and Isles of Scilly NHS community and this includes strategic and operational management of the IT technical infrastructure, clinical and business application and project and programme delivery of new services.

This is an exciting opportunity to join the team at a time where digital systems are becoming ever more critical in the NHS, working in a fast-paced and challenging environment.  

This post is full-time working 37.5 hours per week.

Main duties of the job

As Programme Manager you will be responsible for ensuring that projects are implemented, to budget and timescale, to meet the stated requirements and assist the customer in the realisation of the identified benefits.  The role has responsibility for line management of a number of senior project managers and other staff, plus budgetary control of programme budget.

Detailed job description and main responsibilities

The Projects Section of Cornwall IT Services (CITS) manages and delivers ICT projects within both national and local programmes of work, such as National initiatives, the local e-Health programme and other ICS initiatives.

Whilst focussing predominantly on ICS wide initiatives, the ICS wide digital Programme Manager will work with a wide range of ICS stakeholders and alongside the other digital programme managers across the ICS including the RCHT eCare EPR Senior Programme Manager, RCHT Clinical systems programme manager, CFT digital programme manager and Infrastructure programme manager, to ensure that digital opportunities are maximised and delivered to best suit the requirements of the health community.

The Programme Manager plans and coordinates activities to manage and implement a programme of work comprising a range of patient-related ICT projects, many of which are complex and large-scale, from contract/proposal initiation to final operational stage including the transition into “business as usual”.  The Programme Manager plans, schedules, monitors and report on activities related to the programme and ensures that programmes are managed to realise business benefits and that programme management is informed by an awareness of current technical developments.  The Programme Manager will have responsibility for the line management of a number of senior project managers, project managers, IT clinical practice educators, and system analysts plus budgetary control.

Essential criteria
  • Educated to Masters degree level or equivalent qualification and leadership experience
  • Professional ICT management qualifications or equivalent significant proven experience in a senior ICT position
  • Prince 2 or equivalent formal project / programme management qualification
Desirable criteria
  • MSP
  • ITIL
  • Change Management
  • Clinical systems

Experience

Essential criteria
  • Proven significant senior management skills experience in a large complex environment
  • Significant relevant experience in health service or other major large-scale customer service oriented organisation
  • Proven ability to manage and complete a range of complex activities, including the development of strategies, business plans, service improvements and resource planning
  • Proven experience in supplier management and contract negotiation, gained in a senior role
  • Proven experience in organising and prioritising multiple tasks and workloads and meeting deadlines
  • Proven experience in financial management including managing large budgets, income generation
  • Proven staff management and development at a senior level
Desirable criteria
  • Health information experience

  • Excellent verbal, including strong presentation skills, written and interpersonal skills in order to communicate effectively, and impart complex issues, information and solutions, many of which are controversial and delicate in nature to large groups of clinical staff, senior managers, patients and public who have different levels of IT literacy and understanding
  • The ability to gain the credibility and confidence of multidisciplinary groups, including senior managers/executive teams, staff, colleagues and customers
  • Ability to solve complex analytical problems; independently analyse information; and make recommendations based on this analysis; Often this will involve recommending the optimum from a range of options in situations where information may be incomplete or differ
  • Able to communicate and invoke change amongst multi-disciplined staff whilst remaining calm and professional in a sometimes hostile and/or emotional atmosphere
  • Highly developed staff management, team leadership, co-ordination and motivation skills
  • Highly developed listening skills in order to understand and deal with problems/issues as they arise
