You will be joining a forward thinking Finance and Procurement Department that puts the needs of our patients, Trust colleagues and each other at the heart of everything we do. The department places great focus on staff wellbeing and currently delivers its service through a blended model of flexible working on-site at the hospital and remotely from home and/or other sites.
Cornwall NHS Procurement Service provides a fully inclusive procurement service to both Royal Cornwall Hospitals NHS Trust and Cornwall Partnership NHS Foundation Trust, and a transactional service to the Integrated Care Board.
The fully inclusive service includes end to end sourcing, tendering, contracting, purchasing, order processing, catalogue management and inventory management.
Main duties of the job
The General Buyer is responsible for administering the contracts database and liaising with stakeholders to ensure record keeping is up to date and process followed to ensure conformity with national protocols. This post holder will be required to collect and analyse data. The General Buyer is required to provide advice and guidance to Procurement and Trust colleagues in respect of Public Procurement Regulations, Contract Law, and general contracting issues.

Qualifications
Essential criteria
- 5 GCSE O Levels or equivalent
Desirable criteria
- ECDL or similar
- NVQ 2 in Admin or Procurement or eqivalent
Experience
Essential criteria
- Use of computerised ordering and database systems
- Recent experience in purchasing products
Desirable criteria
- Practical Experience in a Procurement Environment
- Experience in tendering and contracting for products, requiring a knowledge of Contract Law and Public Procurement Regulations
- Experience in using electronic requisitioning and ordering systems
- Experience in use of Access databases
Practical Skills
Essential criteria
- Excellent written, verbal communication and interpersonal skills
- Ability to handle and respond to a large volume of telephone calls
- Organisation and planning skills and dealing with frequent interruptions
- Good IT / clerical skills particularly in the use of Microsoft Office products
