Job overview

An exciting opportunity has arisen within the Capital and Estates Directorate of the Welsh Ambulance Services NHS Trust, for the role of Programme Manager.  The post is full time (37.5 hours per week) and the successful candidate can be based in/near Cardiff, Swansea or St Asaph.

The post holder will lead work to develop and expand the Capital programme of work within the Trust, identifying effective and innovative ways in which project delivery processes can be developed, maintained and strengthened. To work with a broad range of external partners, exploring opportunities and partnerships for joint work, shared training, effective pathways and resource development.

Main duties of the job

The post holder will provide strategic leadership, expertise, project and budget management to deliver on the Capital Development programme of work for the Trust.

The post holder will ensure the development of the Capital Delivery team, making sure that all Trust processes are followed, considering the needs of different staff groups. 

To ensure the work of the team is planned and managed effectively, and to be responsible for implementing and developing objectives to deliver against the Trusts strategic aims. The post holder will be responsible for managing the teams work plans, progress and risks.

The post holder will lead work to develop and expand the Capital programme of work within the Trust, identifying effective and innovative ways in which project delivery processes can be developed, maintained and strengthened. To work with a broad range of external partners, exploring opportunities and partnerships for joint work, shared training, effective pathways and resource development. 

The post holder will be expected to be the planning lead, managing complex 
programmes and projects working with a high degree of autonomy.

Qualifications and Knowledge

Essential criteria
  • Educated to Masters Level in a relevant subject or equivalent experience.
  • A relevant qualification in surveying, accredited by RICS, CIOB or RIBA.
  • Understanding of strategic developments and implementation process across operational services.
Desirable criteria
  • Registered with a relevant professional management body.
  • Programme Management qualification e.g. MSP

Experience

Essential criteria
  • Extensive project and change management experience at a senior level.
  • Experience of working within the NHS or related organisation in the delivery or management of operational services.
  • Experience of quantity surveying for a project delivery service.
  • Experience of management of change process re-engineering.
Desirable criteria
  • Experience of working within a programme management office/team.
  • Experience of working with multiple commercial suppliers.
