Job overview

Facilities Services sits within the Site Services Directorate. The Deputy Head of Facilities role is responsible for providing a range of soft facilities management services that enable great Patient care and supports all clinical and non-clinical teams to fulfil their function in a safe and effective way. 

Within the Facilities structure there are two Deputy Head of Facilities, both of which report to the Head of Facilities and deputise as required.   As such, the postholder will attend and chair meetings, deliver presentations, create Board papers and represent Facilities Services as a professional support service function to the Trust.

The Deputy Head of Facilities acts as the intelligent customer for all services within their remit, providing the link between the services and all stakeholders, including all clinical staff, infection control, regulators, patients and their representative groups. The role is responsible for developing and fostering a collaborative working relationship with Service providers and the Devon healthcare community.

The role will ensure that the Trusts Facilities services adapt to the changing demands of the Trust, that patient care and safety are placed at the forefront of strategic and operational decision making.

Main duties of the job

The role has responsibility of driving the operational delivery and management of these services and is pivotal in tracking performance ensuring it is supportive of quality driven clinical service delivery through maximising efficient operational delivery. 

We are entering a period of exciting and challenging change and the new postholder will be responsible for driving transformational change which supports the Site Services Strategy, together with an ongoing responsibility to identify and drive improvements in quality and cost-effectiveness within the services which fall within their remit.

The post-holder will be responsible for the staff directly employed in the Hotel Services team.  This includes:

•     680 NHS employed Staff

•     Other Contractors working across the Trust Estate on Hotel Services and associated projects

The post-holder will be responsible for significant revenue budgets, including:

•     £700K per annum of external income

•     £23.5M net revenue budget

The role is accountable for delivery of the following services:

Ward Housekeeping;

•     Cleaning;

•     Patient Catering;

•     Linen & Laundry Contract management

•     Environmental Decontamination;

•     Facilities Management Helpdesk;

•     Switchboard

•     Reception

•     Central Administration/Hotel Services Payroll

•     Commercial Retail, including Vending

Detailed job description and main responsibilities

1.      Develop and maintain a close working relationship with the other Deputy Head of Facilities, such that a greater understanding of their role and responsibilities is known. This will facilitate a robust and resilient leadership team that will jointly manage the entirety of operational Facilities Services. 

 

2.      Jointly develop and own the delivery of the Facilities Services Strategy for the Trust, focussing on the delivery of a cost-effective patient centric service. Ensure that it meets the future needs of the Trust. Also, to ensure it meets the Trust’s Strategic Goals and is in line with the Site Development Plan.

 

3.      Develop robust and effective partnerships with Care Groups, Service Lines, Human Resources and Organisation Development, and other Corporate Functions. 

 

4.      Carry out horizon scans for innovations in facilities services which can be adapted and implemented within the Trust to improve patient experience and quality, and/or reduce cost.

 

5.      Develop partnerships with other healthcare providers and private sector partners and contractors in order to effectively deliver existing services and identify opportunities for the development of new or alternative solutions and services.

 

6.      To lead and be responsible for operational performance and management for all services provided to the Trust under the remit of this role. This will involve the continual monitoring and analysis of the standard and quality of services to ensure that all services are of appropriate quality, best value for money, support quality focussed service delivery and achieve performance targets.

7.      Ensure that all services are in compliance with statutory requirements, changing legislation, codes of practice, codes of conduct, national and local policy and guidelines.

8.      Responsible for the operational delivery, performance standards and regulatory compliance of Facilities services, whether directly provided or managed under contract; these include all services listed under the Key Dimensions section.

10.   Where appropriate develop and implement procedures and systems to monitor supplier performance in accordance with the contract specification that ensures appropriate analysis, review and audit of performance can be reported in a credible and industry compliant manner.

11.   Promote good working relationships with the suppliers and all users of the services provided under the Contracts working towards a programme of continuous improvement and responsiveness to meet service demand.

12.   Provide guidance on contracted and Facilities services to internal stakeholders, customers or other operational staff including training to new contact managers and other staff.

13.   Carry out appropriate consultation with all stakeholder groups to ensure that services remain effective and provide value for money. This should include the Staff Side representatives, Patient Advice and Liaison Service, Plymouth Area Disability Network, the city-wide Health and Wellbeing Board, and Healthwatch.

14.   Advise senior management on complex operational issues and provide reports on monitoring and feedback to the Trust Executive and Board, as required, in order to present an accurate understanding of performance and compliance. Attendance and participation in Trust Management Executive and Board meetings as required. 

15.   Ensure all stakeholders fully appreciate and recognise the Estates and Facilities implications of their proposals and ensuring the Facilities services team are fully integrated and supportive of the Trust’s strategic objectives

16.   To work closely with key functions within the Trust including Wards teams, Departments, Site management, Infection Control and Site Services teams in all aspects related to the delivery of Facilities Services.

17.   Budget holder for budgets related to the provision of Facilities services, responsible for monitoring expenditure and income and contributing to budget setting and capital expenditure programmes.

18.   To undertake a major role in the procurement of contracts related to Facilities services, working with service users to define requirements, establish SLAs and performance standards, supporting the design of procurement strategies, evaluation and selection of preferred bidder and to be accountable for the implementation and monitoring of service provision.

19.   Responsible for the management and development of all staff within the Facilities Services team, ensuring compliance with workforce regulations.

20.   Represent the Trusts interests on major inter-agency estates and facilities programme boards and similar. This includes working with system partners through the STP Estates Groups

  • Extensive demonstrable experience in Facilities management and extensive demonstrable experience of operating in senior level positions.
  • Proven track record of managing and delivering large scale, complex and technically demanding projects or services.
  • Successful at delivering within a complex environment.
  • Proven project management skills.

Qualifications

Essential criteria
  • Post-graduate qualification in relevant field (Masters or equivalent) or relevant equivalent demonstrable management experience.
  • Membership of a relevant professional body (Chartered status).
  • Leadership qualification or proven track record in leading teams.
  • Proven evidence of CPD and leadership development.
