Service Lead/Chief Technologist (Nuclear Medicine)

Job overview

There is an exciting opportunity to lead the Nuclear Medicine service at University Hospitals Plymouth NHS Trust.  This post will both lead the service and be the chief technologist for Nuclear Medicine.

The post holder will contribute and lead the development of the service, supporting clinical colleagues, technologists and support staff.

The nuclear medicine department at Derriford Hospital offers the broadest range of any department within the South-West.  It is a tertiary referral centre for specialist examinations and performs approximately 6,500 examinations of 60 different types each year for both inpatients and outpatients.  Research and development is also undertaken at local, national and international levels.

The department consists of 3 consultants, 12 technologists, 1 clinical specialist nurse, 2 physicists and an administrative team.

The department carries out a wide range of imaging and non-imaging diagnostic studies as well as some therapy procedures.  There is an integrated radiopharmacy for the manufacture of short-lived radiopharmaceuticals and dispensing of intravenous injections which operates under a MHRA specials licence. 

***Preference will be given to internal Trust staff, as well as ‘Priority’ and 'At Risk' status including NHS At Risk staff throughout Devon who are able to display recent relevant experience as dictated by the Person Specification.***

Main duties of the job

•    Lead and be accountable for the service, by taking day to day responsibility, ensuring that staffing levels are appropriate, and patient care is of the highest standard.
•    Budget holder responsibilities, ensuring  objectives are delivered whilst ensuring spending is within budget.
•    Leads the strategic development of the department.
•    Maintain clinical skills.
•    Accountable for the recruitment, selection and retention staff.
•    Ensure all UHP policies are adhered to
•    Ensure an effective appraisal system for staff and ensure mandatory training requirements are met  
•    Ensure that all performance issues, grievances and disciplinary issues are managed in accordance with policies 
•    Responsible for compliance with the Ionising Radiation Regulations and the Ionising Radiation (Medical Exposure) Regulations IRMER.
•    Be responsible for, monitoring and managing waiting lists and performance.
•    Propose and implement policy/service changes and make recommendations for changes.
•    Be able to manage any equipment breakdowns, faults and routine services. 
•    Acts on Safety/Hazard warning notices.
•    Ensures administrative duties such as appointments, transport, portering, results and reports are carried out to an appropriate standard in a timely manner.
•    Ensures all standard operating procedures, protocols and guidelines are adhered to.
•    Perform risk assessments of your area.

Detailed job description and main responsibilities

Speciality Lead managerial responsibilities:

·       Lead and be accountable for the service in your specialist area within the imaging service line, by taking day to day responsibility, ensuring that staffing levels are appropriate, and patient care is of the highest standard.

 

·       To provide management and professional leadership to the specialist team through effective human resource, financial and other resource management, supervising and mentoring those junior to you and providing motivational support.

 

·       To act as budget holder for the delegated budget, ensuring that the department’s objectives are delivered as part of the overall Trust’s business plan whilst ensuring spending is within the agreed allocated envelope.

 

·       Participates in budget setting and procurement of assets for the department.

 

·       Leads the strategic development of the department especially with regard to manpower and training requirements.

 

 

·       Helps develop new services, local development plans and policies in conjunction with the medical and scientific staff.

·       Responsible for ensuring the service complies with the Ionising Radiation Regulations and the Ionising Radiation (Medical Exposure) Regulations IRMER using specialist knowledge to provide guidance for compliance in all aspects of legislation and regulatory requirements.

 

·       Take full responsibility for the day to day running of the service

 

 

·       Continually develop the service in your area by formulating and implementing any changes within your modality by making recommendations on clinical practice etc to Consultants and other senior clinical staff to ensure that the most appropriate examinations are performed, and that the most efficient service is being provided, whilst meeting the needs of the department and upholding high levels of patient care.

 

·       Be part of any project group formed when new equipment is required, evaluating the options available.

 

·       Be responsible for, monitor and manage the waiting lists and performance data.

 

·       Work closely with the other modality leads to continually develop the imaging service at UHP.

 

·       Propose and implement policy/service changes (when required) within your specialist area and make recommendations for changes within the department.

 

·       Develop protocols compliant with IRMER and IRR for your area in conjunction with other senior clinical and scientific staff.

 

·       Be able to manage any equipment breakdowns, faults and routine services, and ensure that the equipment is safe to use for both staff and patients. Liaising with Medical Physics staff and informing clinical and non-clinical staff and patients as appropriate to ensure downtime is kept to a minimum.

 

 

·       Organises appropriate days for equipment servicing in liaison with the manufacturers.

 

·       Acts on Safety/Hazard warning notices.

 

·       Participates in CQC and HSE inspections.

 

·       Ensures clerical and secretarial duties such as patient appointments, transport, portering services, issuing results and reports are carried out to an appropriate standard and in a timely manner.

 

·       Ensures all standard operating procedures, protocols and guidelines are adhered to.

·       Attend and contribute to clinical and service user group meetings in your specialist area, and inform junior staff in your area of any relevant developments.

 

·       As the line manager of your department you must undertake appraisals for a proportion of the staff within the department, be involved in recruitment and selection of staff and ensure that you have an active continuing professional development programme for yourself and other staff.

 

·       You will be required to formulate plans (including service delivery plans) with regards to the allocation of staff, which may be complex in-order to meet current or future service needs. A flexible approach will also be required to facilitate changes in line with the demand of the developing service requirements.

 

·       Perform risk assessments of your area, in conjunction with the department’s health and safety lead, identifying those areas where action is required and ensure it is placed on the Directorate Risk Register.

 

·       Investigate and report on any untoward incidents that occur in your area, ensuring that corrective and preventative action is taken where appropriate.

 

·       Take responsibility for training staff in correct use of the specialist equipment in your speciality and all procedures performed.

 

·       Be responsible for evaluating and maintaining the standard of work produced in your modality ensuring it is of a high quality and taking corrective action where there may be problems.

 

·       Be able to assist and advise both specialists and non-specialists in matters pertaining to your modality. Using specialist skills, knowledge and professional judgement when required.

 

·       Interpret and follow Trust Policies and Procedures, following accepted protocols and professional codes of conduct to manage own workload.

 

·       Prioritise and organise the workload within your modality cooperating with the rest of the department and hospital to ensure efficient and effective throughput of patients.

 

·       You should be responsive and informative when guidance and support is required, in particular from more junior staff.

 

·       Be encouraged to attend training courses where appropriate and as identified by the personal development review programme, to ensuring that your skills and knowledge meet the changing requirements of the post.

 

·       Provide ongoing tuition to students.

 

·       Respond to the changing needs of the department on a daily basis by providing a flexible approach to the working day, thus maintaining the existing excellent standard of service and the continuing promotion of good working relationships. The work pattern will be unpredictable due to frequent interruptions and problem solving. Concentration will need to be maintained for long periods when operating equipment etc.

 

·       Support and enhance the continual quality initiative and ensure a “quality first” approach to all aspects of work.

 

·       All managers have a responsibility to assess risks and implement the necessary actions to minimise these within the sphere of responsibility. They must enable staff to attend statutory and essential training.   All staff have a personal responsibility to be familiar with the Risk Management Strategy, follow policies and procedures and take all actions necessary to reduce risk. Staff must ensure that they attend appropriate statutory and essential training.

 

·       Undertake other duties as may be necessary due to change of practise within the Directorate from time to time, commensurate with grade for this post, and under the direction of the Service Line Lead.
