Job overview

This is an exciting opportunity to be at the forefront of the Trust's Electronic Patient Record (EPR) Programme as we look to transform our ways of working not only at Torbay and South Devon NHS Foundation Trust but across the whole of Devon. 

The EPR Operational Director will lead the Trust’s EPR Implementation Team to ensure a successful implementation of Epic across the Torbay and South Devon service areas. This role will play a pivotal role in bringing together a large, multi-disciplinary team to deliver clinical transformation across all services unlocking the potential for an integrated EPR system, enabling our staff to deliver a more comprehensive and integrated care package for our patients.  

Main duties of the job

  • To oversee and be accountable for the development, progress, and delivery of the TSD EPR Programme to time and budget and also be responsible for enabling the release of expected Programme benefits. 
  • Promote a positive change management and clinical transformation culture
  • Be instrumental in guiding the organisation in the redesign of any organisational restructure, role design and/or skill mix requirements both during and following implementation
  • Supported by the Chief Nursing Information Officer, Chief Clinical Information Officer and Senior Admin Information Officer this post holds corporate responsibility for the provision of high-quality care enabled by the Epic EPR system.
  • To support the Chief Nursing Information Officer and Chief Clinical Information Officer at Organisational Programme level in the delivery of their associated professional portfolios for quality, safety and experience associated with the EPR Programme 
  • Take an active leadership role within the Trust and across partner organisations in taking the EPR Programme Agenda forward
  • Undertake operational line management of the respective EPR Implementation Programme Team
  • To ensure that the EPR Programme has strategic and operational workforce plans to support the delivery of services
  • Support and empower delivery and development of a just and learning culture, with a focus on creating teams that encourage and embrace difference and that are truly inclusive

Working for our organisation

The newly formed EPR Team will consist of between 200-300 people during implementation, expanding to 400-600 at 'go-live'. The core programme team will work collaboratively and flexibly across multiple sites in Devon to ensure the programme is delivered within the agreed timeframes. Local teams will also be formed to ensure site specific requirements are met during the implementation.

Communication and Working Relationships

  • Ensure appropriate liaison with partner providers, primary care providers and voluntary organisations on service delivery matters within the Trust
  • Act as the spokesperson when appropriate to the situation, on behalf of the Trust within the press, radio and television
  • Ensure good relationships with the local community, including assisting in the EPR engagement process as required

Person specification

Essential Criteria

Essential criteria
  • Educated to master’s equivalent, or able to demonstrate competence to this level through experience
  • Extensive specialist knowledge of the NHS equivalent to doctorate level, with up to date expert understanding of performance management regimes, finance regimes, operational management, Human Resources, and service redesign
  • Expert knowledge of operations across all Care and Healthcare sectors (Community, primary, secondary)
  • Proven experience of the ability to effect culture change within the NHS or similar environment
  • Demonstrates experience in providing compassionate and networked leadership at a senior level
  • Able to design and negotiate targets and measures congruent with values and aspirational outcomes
  • Has a detailed working knowledge of the NHS & Social Care including infrastructure and arrangements at national, regional and local levels
  • Proven interpersonal skills to work with clinical and management colleagues at all levels across a range of organisations and the ability to develop strong working relationships with senior stakeholders
Desirable criteria
  • Have undertaken a master’s in business administration (MBA)
  • Extensive experience of implementing an Epic EPR Programme within the NHS
  • Working in a self-managing environment
