Job overview
University Hospitals Dorset are looking for a Category Specialist Assistant to work in our Clinical and Corporate Category Teams. The post will support the Category Managers/Assistant Category Managers in a variety of projects covering areas such as Medicine, Specialties, Facilities, Estates and IT.
You will use your capability and commercial acumen alongside industry best practice to help to deliver innovative solutions to support the business in a sustainably cost efficient manner within applicable governance requirements and relevant legislation, as we collectively strive to deliver the Trusts values and aspirations.
The most important requirement for those who meet the minimum criteria will be your personality, team working and hunger to make a difference.
There may be an opportunity at the end of the 22 month fixed term for this role to be made permanent.
Base Location: Yeomans Way (please note you will be expected to do cross-site working)

Main duties of the job
- Reliably plans / prioritises own workload to ensure effective and efficient support is provided to category colleagues who undertake the strategic sourcing requirements on behalf of Care Group/Directorate budget holders across all areas of University Hospitals Dorset NHS FT.
- Organises provision of quotations and supports projects with associated tendering activities, as required.
- Work with colleagues and stakeholders across the organisation to determine appropriate sources of supply and savings opportunities.
- Work with systems colleagues to define and interpret usage trends and financial data relating to the supply of products/services.
- Undertakes evaluation and analysis of sometimes complicated financial and procurement information obtained through supplier quotations/enquiries and provides procurement options and advice for stakeholder consideration
- Responsible for the development of procurement agreements, recommendation reports and the selection of appropriate suppliers and products used for the placement of purchase orders on behalf of the Trust for delegated area(s) of activity.

Experience
Essential criteria
- Experience of negotiation with knowledge of contracting with an understanding of the rules governing public sector Procurement.
- Experience in negotiating contract agreements
- Minimum of 3 years operational buying experience with exposure to leading edge practices.
Desirable criteria
- Experience of Public Sector Procurement.
Knowledge
Essential criteria
- Researches markets and suppliers to make informed commercial decisions.
Desirable criteria
- Understanding of resource accounting and budgeting
Qualifications
Essential criteria
- Diploma CIPS Membership of the Chartered Institute of Purchasing and Supply or equivalent professional experience: usually by completion of Foundation Diploma (Level 4) or the International Advanced Certificate.
Technical Skills
Essential criteria
- Able to undertake financial & risk analysis and to use such data to make decisions for purchases and contract awards.
Desirable criteria
- Understanding of strategic change principles and ability to implement change.
Interpersonal Skills
Essential criteria
- Good inter-personal and presentation ability and able to communicate clearly and effectively to both commercial and non commercial personnel. Ability to explain detailed purchasing and contractual issues.
- Able to foster internal relationships and influence colleagues, interpreting their needs and embedding into professional procurement arrangements.
Desirable criteria
- Ability to raise difficult issues and influence key players
