An exciting opportunity has arisen within Humber Teaching NHS Foundation Trust’s Estates Department for an Estates Officer with a Building bias and background to join their team. We are interested in hearing from highly motivated, hardworking, and committed individuals with customer focused experience in this field of work.
You will report to the Operations Manager and ensure all aspects of the Estate are maintained in a fit and proper manner, specifically in relation to the building related disciplines.
The preferred candidates will have experience in working for a large complex organisation such as the NHS and have a well-rounded knowledge of all building related maintenance matters. Key areas include but are not exhaustive to; knowledge of building related trades, i.e., Joinery, Roofing, Decoration, Flooring as well as undertaking the Responsible Persons role for Asbestos Management.
You will be responsible for overseeing the day-to-day management of the Estates in house workforce team for your discipline as well as external contractors.

Main duties of the job
- Responsible for the effective management and compliant operation of Trust properties with respect to building components and grounds within the safety, quality, and cost parameters set by national standards, guidelines, and the Humber NHS Foundation Trust
- Work in conjunction with other Estates colleagues, the Estates Operations Manager and the wider Estates team to ensure the effective, cost controlled provision of day-to-day maintenance services in compliance with all relevant statutory legislation
- Oversee the day-to-day management of the Building trades (Electrical and Mechanical when required) in house labour workforce. Also, external contractors including defect works, new works requests and programmed Planned Preventative Maintenance to all Trust properties as required.
- Participate as required in the Out of Hours On Call Service rota
- Maintain a current valid driving licence and own transport.
- Oversee the completion of the Trust’s rolling Asbestos Re-Inspection, programme and prepare capital applications for abatement works as required.
- Manage and maintain grounds, gardens and winter gritting regimes.
- Carry out checks on contractors to ensure competency for tasks on which they are employed, to ensure compliance with Trust Operational Procedures.
- Deputise for Estates Officer colleagues and the Estates Operations Manager in their absence.
- Carry out staff appraisals and identify training needs.
- Carry out recruitment and selection of new starters as required.

Qualifications and Knowledge
Essential criteria
- Hold a BTEC HNC certificate in Construction plus demonstrable relevant experience or equivalent qualification endorsed with a suitable management/leadership qualification, or degree.
- Specialist works and building knowledge including legislation to degree level or equivalent, post graduate knowledge through training, and experience
- Knowledge of NHS Estate code, Health Technical Memorandums in relation to engineering services and Codes of Practice relating to Health and Safety and Engineering services.
Desirable criteria
- Responsible person for management of asbestos in buildings qualification P405
- Post Graduate Diploma in Building Engineering
Experience
Essential criteria
- Experience of managing day to day professional and technical Estates and Facilities services.
- Advanced physical skills e.g., Microsoft Office, CAD and use of fine tools/equipment
Desirable criteria
- Experience of managing day to day professional and technical Estates and Facilities services within a mental health environment.
- Experience of working in ‘live’ wards and areas where members of the public are present.
Skills and Competencies
Essential criteria
- Capable of demonstrating the ability to lead and work in a team with a high degree of self-motivation.
- Calm and professional when under pressure.
- Ability to effectively commute between various sites.
Applicant requirements
The postholder will have access to vulnerable people in the course of their normal duties and as such this post is subject to the Rehabilitation of Offenders Act 1974 (Exceptions) Order 1975 (Amendment) (England and Wales) Order 2020 and as such it will be necessary for a submission for Disclosure to be made to the Disclosure and Barring Service to check for any previous criminal convictions.
