Job overview

     

  • To be the named competent person for all fire safety related matters for Broomfield Hospital, Braintree Community Hospital, St.Michaels Hospital, St.Peter’sHospital, and other hospitals under the Mid Essex remit including its associated internal and external services.

    ·       By the provision of such competent advice, assist the Trust Board, Chief Director of Estates and Facilities, the Head of Fire & Compliance, and the Deputy Head of Compliance in providing and maintaining an adequate level of fire precautions within Trust premises.

    ·       As the competent person for fire you will ensure the trust complies with the Regulatory Reform (Fire Safety) Order 2005(FSO), NHS Estates Firecode Policy and Principles, and associated management/design guidance.

    ·       The post holder will work closely with the Estates and Facilities Division, Health and Safety Department, and departmental managers in order to ensure the provision of a fire safe environment for patients/staff/visitors and to facilitate sustained/improved patient care and wellbeing in relation to fire safety.

    ·       Ensure that fire safety statutory compliance is coordinated, maintained and all statutory notices served by the local authority/fire service are actioned.

Main duties of the job

·       Prepare and present periodic reports to management and Directorates, on minor works, the condition of fire safety measures within the Trust, and day-to-day fire safety issues.

·       Act as the site lead competent person for fire in accordance with current statutory provisions.

·       Ensure all fire incidents are reported, recorded, investigated and managed on the corporate Risk Management system. Prepare reports on all such incidents for the Head of Fire Safety, the Trust Fire Safety Group and the Trust Health and Safety Group.

·       Develop and manage systems and procedures designed to reduce the number of unwanted fire alarms within the Trust, in accordance with Firecode and Essex County Fire and Rescue Service (ECFRS) guidance.

·       Monitor annual statistics for all fire alarms for the purpose of reviewing key performance indicators for the fire safety measures. 

·       Supervise and supervise the adequate provision, siting and maintenance of all fire-fighting equipment throughout Trust premises.

·       Apply the principles for Fire Risk Assessment under Firecode documents HTM05-03 Part K using the Trust’s preferred documentation/system.

·       Ensure all Trust premises have been Risk Assessed, review such assessments and update as necessary.  Conduct Fire Safety visits and report to the Head of Fire Safety on compliance and performance.
