Job overview

ESNEFT are seeking a proactive and commercially focussed Property Leader with experience in Property and Estate Management to join the ESNEFT Estates and Facilities Division Senior Management Team as the Assistant Director for Property and Estates Strategy.

Ultimately, you will be responsible for ensuring the trust has safe, functional, sustainable and value for money property assets and is using them in the most efficient way to best enable the delivery of great healthcare and experience.

Main duties of the job

  • Develop and maintain the trusts property strategy (i.e. what property and where) ensuring it aligns with the clinical strategy
  • Implement the trust property strategy to improve the functionality, safety and sustainability of the estate whilst improving the financial position.
  • Manage the finances of the property and estates strategy including all income and expenditure (pay, non pay, rent, rates, service charge, PFI, management costs, income etc)
    •    Develop and maintain the trusts development control plan and associated master plan for each of the main sites.
  • Develop and maintain the trust’s estates strategy (how we use the property determined in the property strategy) ensuring it aligns with the clinical strategy with consideration of the following overall outcomes
  • Work with the divisions, estates and capital team to identify the requirements of the future and develop the trust’s 5yr capital plan to enable the trust’s property and estates strategies.
  • Identify and access multiple funding routes to deliver the trust’s capital plan, writing the initial strategic case (SOBC) for each and then working with the Estates team to develop the outline case (OBC) and full case (FBC).
  • Work with the estates team to ensure the annual backlog maintenance plan aligns with the overall estates strategy
  • Manage and develop the team, developing the level of property capability within the trust

Detailed job description and main responsibilities

  • Be the most senior property professional in the Trust, providing mentoring, guidance and support to those in the team and professional advice to decision makers.
  • Provide visible leadership and promote continual improvement in quality, performance and delivery of Trust objectives
  • Lead the establishment of accountability structures within the Corporate function ensuring that responsibility is delegated appropriately so decisions are able to be taken close to service provision
  • Lead, manage and motivate staff within the Corporate function to deliver and improve services
  • Line management of Corporate Leads and staff within the department, either directly or through delegated responsibility.
  • Develop the business and planning processes throughout the service area to deliver services to required standards and within the available resource base
  • Develop processes for the entire service to jointly manage the business, delivery and development of service

Experience

Essential criteria
  • Proven budget management skills and financial acumen with experience of delivering CIPs within an organisation with a £multi-million turnover
  • Managing a diverse team
  • Negotiation and influencing skills at a senior management level
  • Presenting complex plans at Board level
  • Evidence of delivering and implementing strategic plans
Desirable criteria
  • Experience of project management roles
  • NHS experience at a senior management level

Qualifications

Essential criteria
  • Educated to Masters level or equivalent level of experience
  • Formal management or business qualification or equivalent relevant experience
  • Evidence of continued professional development
