We are seeking a dedicated and proactive Report, Support and Learn Operational Manager to join the People and Organisational Development team at Gloucestershire Hospitals NHS Foundation Trust. This role offers the opportunity to lead the design, implementation, and daily management of the Report and Support system, ensuring it becomes an integral part of the Trust's operations.

The Report, Support and Learn Operational Manager will be responsible for embedding a culture of openness, accountability, and continuous improvement by managing the system that allows employees to report concerns confidentially and securely. The post-holder will play a key role in ensuring the system functions efficiently, supports early intervention, and enhances organisational learning. By developing strong relationships across departments, the role will drive positive change, ensuring that concerns raised are addressed appropriately and that employees feel supported and heard.

This role requires a strategic thinker who can balance operational responsibilities with service development, ensuring that reporting mechanisms align with broader organisational priorities, such as employee wellbeing, equality, diversity, and inclusion. The post-holder will work closely with senior leadership and external partners to enhance the system’s effectiveness, track emerging trends, and implement data-driven improvements to foster a safe and inclusive workplace.

Key Responsibilities

Report, Support and Learn Service Development & Improvement

- Oversee the operational management of the Report and Support software.

- Develop and embed the service within the Trust, raising awareness of its benefits.

- Work with external partners to ensure the platform meets organisational needs.

- Support the contract manager by providing relevant data and escalating risks when necessary.

- Build strong working relationships with HR, Wellbeing Hub, and other key stakeholders to ensure smooth report management and information flow.

- Work collaboratively across departments to enhance EDI initiatives.

- Use data from the system to monitor investigations and ensure timely reviews.

Project Management

- Develop project documentation, track progress, and manage risks.

- Lead communication plans to continuously promote awareness of the system.

- Organise and facilitate workshops and working groups for service improvement.

- Conduct process mapping and data analysis to drive improvements.

- Quantify the impact of improvement initiatives and escalate any identified risks.

- Align project initiatives with other organisational priorities and strategies.

- Identify and address barriers to service improvements, implementing effective solutions.

- Communicate effectively with stakeholders, including handling sensitive issues.

- Develop and implement business policies affecting the wider organisation

- Prepare regular progress updates and reports for senior leadership

Leadership & Management

- Line manage and supervise a small administrative team.

- Ensure the team aligns with Trust business practices and values.

- Support recruitment, selection, and HR processes within the team.

- Manage staff performance, ensuring compliance with Trust policies.

- Ensure cost-effective staffing solutions within the team.

- Provide strong leadership to promote high performance and teamwork.

- Conduct annual appraisals and support staff training and development.

- Foster open communication through regular meetings and feedback sessions.

- Promote equality, diversity, and inclusion, ensuring services meet the needs of diverse communities.

- Challenge discriminatory practices and support individuals who raise concerns.

Communication and Working Relationships:

Key Stakeholders & Relationships

- Internal: Human Resources, Freedom to Speak Up service, Wellbeing Hub, General Managers, Clinical Leads, Chiefs of Service, Nursing Directors, Project and Programme Managers.

- External: System suppliers, external consultancies, industry partners.

- Creating a culture of partnership and collaboration by building effective relationships with colleagues across other healthcare agencies.

- Strengthening professional networks with Leadership and Organisational Development experts within One Gloucestershire to share best practices and drive continuous improvement.

Physical & Working Conditions

- Regular travel between Trust sites with periods of hot desking.

- Significant VDU (computer) usage.

- Handling emotionally sensitive and complex issues.

- Flexibility required, including occasional evening work to meet with senior leaders.

Qualifications, Knowledge and Experience

  • Relevant degree or equivalent experience
  • Experience of working in the NHS (or similar fast moving, customer focused, quality led environment), with demonstrable experience leading complex change and service development
  • Demonstrable experience of working with clinicians (or other professional body), and operational staff groups, securing early and consistent engagement
  • Experience or knowledge of ‘Report and Support’ or experience using case management platforms and reporting platforms

  • Project related accreditation or qualifications. e.g., Prince 2, Agile, Managing Successful Programmes, Change Management
  • Service improvement related accreditation or qualifications. e.g., LEAN, Six Sigma
  • Demonstrable experience in leading change and service improvement initiatives
