Job overview

The overall purpose is to lead the Workforce Transformation, Planning and Data service for the Trust. This will involve developing an aligned strategic plan that supports the Trust’s Workforce Strategy.

The post holder is responsible for the provision of expert advice relating to workforce transformation and the development of associated plans in line with the Trust’s overall Corporate Plan and transformation programme with project deliverables, review and realignment of priorities as needed, working closely with key stakeholders, both internal and external to the organisation.

The post holder will lead the workforce information team and is responsible for ensuring the Trust has ready access to accurate data, projections, and analysis to inform strategicand operational workforce transformation and supply programmes and initiatives across the Trust. This will involve identifying and engaging with key stakeholders and developing/supporting working groups to help inform, shape, and own the plans.

Main duties of the job

  • The post holder will be responsible for developing a strategic plan for the Workforce Transformation, Planning and Information service that is aligned with and supports the Trust and wider Workforce Strategy.
  • The strategic plan should account for the development of a consistent, simple, scalable workforce planning approach that supports service leads in short term operational, medium term tactical and longer term strategic and transformational workforce planning.
  • The strategy should also involve the development of the Workforce Information team and approach to developing and utilising high-quality intelligence and data to inform the workforce plans across the organisation.
  • The post holder will work closely with the People and Culture senior leadership team, HRBPs, Service Directors, Heads of Service, the Director of Transformation, and the Integrated Care System to ensure a joined-up, strategic approach to workforce planning and transformation.
  • Present detailed, high-quality presentations, verbal, and written reports on progress against a variety of targets and against the Workforce Strategy, workforce policies, and workforce information to key audiences internally/externally, in a clear authoritative and persuasive manner where there may be barriers to understanding.

Training and Qualifications

Essential criteria
  • • Education to master’s level or equivalent experience and knowledge
  • • Post graduate certificate in strategic workforce planning or development or willingness to undertake
  • • Evidence of continued professional development
  • • Leadership and/or management qualification in specialist workforce transformation/planning/L&D /HR qualification e.g., Chartered Member CIPD or equivalent expertise and knowledge in learning/education
Desirable criteria
  • • Project management qualification i.e., PRINCE2 or equivalent Experience
  • • Coaching and/or mentoring qualification

Experience and Knowledge

Essential criteria
  • • Extensive knowledge of workforce transformation and business/workforce planning, modelling, methodologies and data analysis, mining tools
  • • Extensive knowledge of healthcare environment and workforce challenges
  • • Significant experience of working in a strategic workforce role
  • • Significant experience of supporting senior leaders in identifying and achieving workforce/resourcing plans
  • • Significant experience and understanding of workforce transformation programmes, workforce data and analytics
  • • Understanding of the NHS People Plan ambitions and its implications for services
Desirable criteria
  • • Experience/ awareness of workforce supply routes in the NHS – apprenticeships, work experience etc
  • • Experience of developing workforce planning strategy
  • • Experience of financial and/or economic modelling
