Main duties of the job

We would like to offer you the chance to work as our Head of Capital Projects.

The successful candidate will support the Associate Director of  Capital Projects in the delivery of C. £25-30M annual Capital Projects capital expenditure, 6-7 direct staff reports – PPM (Principal Project Managers) and Strategic Development Manager, alongside overseeing SPM's and project support staff. 

Key Responsibilities 

  • Delivery of construction industry consultancy services and building contractors.
  • Provide professional leadership as Head of Capital to develop policies and strategies of the organisation’s capital programme to improve the environment for patients and staff.
  • Support the procurement and project management of Capital projects by deploying the skills of in-house personnel and specialist works consultants and building & engineering contractors to design, plan and deliver multiple complex schemes, some in excess of £50m total project value, within the operational hospital environment whilst maintaining clinical services.
  • Provide expert specialist and professional construction and estates projects advice to Clinical Services Directors, Clinical Service Managers and senior management of the Trust.
  • Advise external agencies such as the University, H.P.A., etc on estates issues.
  • Manage, motivate and monitor the performance of a multi- disciplinary team of professional and specialist estate officers and technicians including recruitment, appraisal, training, CPD, and discipline.

Detailed job description and main responsibilities

General Duties

  • Guided by statutory, national and local regulations, Dept. of Health directives, Building and H&S Regulations, Trust Policies and Standing and Financial Orders, manage the Capital Projects team to deliver on time, to quality and cost the Trust capital programme.
  • Support the Head of Capital Projects to maintain and lead the Capital Projects team to respond to the Trust’s services and estate strategies, leading by example to develop close working relationships with others such as Service Planners, Clinical Directorates, Health & Safety, Infection Control and Finance.
  • Support the development and implementation of capital procurement policies for Capital Projects, co-ordinate and monitor the dissemination of same to the Estates team.  Arrange the development, maintenance and continuous review of design guidelines and standard component specifications.
  • Manage the delivery of the Capital Projects budget and procure physical assets within delegated approved budgets.  Ensure that robust and detailed cost plans are in place for all projects.
  • Select professional and commercial suppliers for physical and intellectual assets.
  • Take responsibility for the production of manual and digital drawings by leading the development and maintenance of the Trust’s strategic development, planning, record, archive and space use CAD drawings and databases.
  • Assist the Head of Capital Projects with Health and Safety/CDM, and other statutory compliances.
  • Lead the initial design service for all intermediate to Capital schemes to deliver functionally efficient and value engineered designs with due consideration to life cycle costs.
  • Co-ordinate the management of projects assigned to the Capital Projects team within the approved sum by regular attention to budgetary control, authorised variations, and regular liaison with Financial Management.  Take prompt action to keep expenditure within budget whist keeping the Head of Capital Projects informed.

Qualifications / training required

Essential criteria
  • Specialist works and building knowledge to Degree level, plus training as Architect/Chartered Surveyor/Structural Engineer/Civil Engineer/Quantity Surveyor or equivalent.
  • Evidence of further structured study as a Project Manager.
  • Trained in specifics such as H&S/CDM, design and project management.
  • Membership of APM or equivalent.
  • Able to accurately read manufacturer’s plates & drawings.
Desirable criteria
  • Membership of RIBA/RICS/ICE/or equal.
  • Demonstration of a broad range of awareness and training courses in the building and construction fields.

Previous or relevant experience necessary

Essential criteria
  • Substantial practice in architecture, building or construction management, including all stages of construction projects and project management.
  • Management of delegated budgets and works and fee contracts tested by competitive tender.
Desirable criteria
  • To have managed consultant and construction contracts from design to completion.
  • Experience of engaging with in-house engineering or facilities functions plus Statutory Authorities and Dept of Health

Aptitudes and skills required

Essential criteria
  • Current awareness of statutory requirements, standards & regulations.
  • Clear verbal, and written communication skills in leadership, management, and technical matters and reports.
  • Proficient in the use of IT
Desirable criteria
  • Demonstration of Continuing Professional Development in chosen field.
